About this file
This is a Questions and Answers document for Solicitation 19CG5026Q0001, a cellphone service contract for the U.S. Embassy Kinshasa. The document addresses a single question received on February 6, 2026, regarding the list of countries for Europe, Asia, and Africa referenced in international calling requirements. In response to this inquiry, Amendment P00001 has removed separate international calling line items from the pricing tables to simplify the solicitation. International calling capability to all worldwide destinations remains a requirement per Section 1.7 of the Performance Work Statement, but offerors are no longer required to quote specific minute allocations by region.
Offerors must include international calling capability in their monthly plan rates, provide their standard international calling rate card with their quotation, and understand that international calls will be billed monthly based on actual usage. The questions deadline is February 25, 2026, at 17:00 local time, and quotations are due March 6, 2026, at 17:00 local time. Submissions must be sent to kinshasabid@state.gov. Acknowledgment of Amendment P00001 is mandatory; failure to acknowledge the amendment may result in rejection of the offer. Contracting Officer Vernetta Wheeler is available for additional questions and clarifications.
