About this file

This is a Questions and Answers document for RFQ No. 19CA7026Q0003 issued by the Consulate General of the United States of America in Toronto, Ontario, Canada, dated April 23, 2026.

The RFQ concerns canine boarding and care services for two operational canines: Shylo (Beagle, medium, socialized temperament) and Ringo (German Shepherd, large, socialized temperament). The contractor must provide daily exercise, grooming, health checks, and veterinary care during non-working periods. Canines are deployed daily for operational duties with work periods tailored to each animal's stamina and environmental conditions. Handlers (CBPO Canine) work full-time shifts that may align with or differ from canine deployment schedules, subject to change based on operational requirements. The contractor must maintain comprehensive documentation including kennel cleaning logs, feeding logs, exercise logs, health check records, and biological relief records, with a daily record posted at each canine's suite entrance. Canines are fed twice daily unless otherwise prescribed by a veterinarian, with specific feeding instructions provided prior to boarding. Formal handoff procedures between handlers and kennel staff must include health checks, feeding documentation, and canine decompression periods at duty locations. Kennel facilities are subject to unannounced quarterly inspections and must maintain restricted access with incident reporting per CBP protocols. No additional canines are anticipated under this contract. The contract is anticipated to be awarded by mid-June 2026 with service commencement on July 1, 2026. The government will maintain full funding throughout each contract year, with renewal contingent upon appropriated funds availability; termination for convenience may be initiated with ample notice, though such cancellation is not typical government practice.
