Solicitation 19C02026Q0032 CMR Lift supply and installation

QUESTIONS AND ANSWERS

Question # 1. In Section 2.3 of the project specifications, the scope mentions the replacement of a lavatory faucet, the installation of six (6) hand towel dispensers, one (1) shower soap dispenser, and six

(6) toilet bowl brushes. However, these items were not mentioned or indicated during the site visit. Please clarify whether these accessories and plumbing fixtures must be included in the proposal.

Answer No. 1. These elements shall be quoted and included in the finishes and debris removal line item of the price proposal

Question No. 2. Section 2.4 lists electrical works, including the relocation of voice and data points, replacement of light fixtures, relocation of two switches, and relocation of a thermostat. During the site visit, it was stated that the electrical scope was strictly limited to the replacement of the distribution panel and the main power supply line for the lift. Please confirm if the aforementioned relocation and lighting items are excluded from the final contract scope.

Answer No. 2. The indicated re-location and replacements stated in the scope of work shall be included as part of this solicitation and shall be quoted under the electrical chapter.

Question No. 3. According to local regulations, public accessibility lifts must be certified by an ONAC-accredited entity under standards NTC 5926-1 and NTC 5926-4 (accessible lifts), which mandate a covered lift pit and an integrated intercom system—two features not present in the proposed lift design.

Given that the lift will be installed within a facility benefiting from diplomatic inviolability, please confirm if compliance with local certification standards (NTC/ONAC) is waived, and if submitting the manufacturer's original compliance and quality certificates will be sufficient for final acceptance.

Answer No. 3. NTC/ONAC standards shall be included as part of this solicitation.

Question No. 4. Regarding Section E (Notice to Proceed and Security Checks): Is it possible to clarify that the 120-calendar-day performance period will strictly begin to count only AFTER the written Notice to Proceed (NTP) is issued AND after 100% of the field personnel and supervisors have successfully cleared the required security screening and background checks?

Answer No. 4: NTP will be issued upon RSO approval of security name check of personnel.

Question No. 5. Regarding Clause 52.211-12 (Liquidated Damages): Will the Government confirm that the COP $700,000 daily penalty will not apply if the project delay is directly caused by national customs (DIAN) clearing times, administrative delays by the Embassy in granting physical access badges, or delays in the delivery/readiness of the site's civil, structural, and electrical prerequisites (such as the shaft, pit, and power supply)?

Answer No. 5. The Contracting Officer will determine applicable situations for liquidated damages clause application.

Question No. 6. Regarding Technical Specifications: Please provide a cross-section drawing or specify the exact clear overhead height, floor-to-floor heights, and slab thickness to accurately verify and calculate the total travel distance of the elevator.

Answer No. 6. Please refer to structural details of drawings for required information.

Question No. 7. Regarding Civil and Electrical Readiness: Please provide the exact architectural plans and structural/electrical requirement blueprints for the site preparation (shaft, pit, power supply) required for this specific lift model. If these requirements are not provided dynamically, it may impact the manufacturing lead times.

Answer No. 7. Refer to the blue prints and lift specifications included as part of this solicitation to review the architectural, structural and electrical requirements.

Question no. 8. Regarding Commercial Terms (Incoterms): Please clarify if the requested Firm Fixed Price must be submitted under DDP (Delivered Duty Paid) terms at the project site. If so, please confirm that the contractor is fully responsible for international freight, nationalization, customs duties, local taxes (DIAN), and domestic transport to the final location. Thank you for your time and guidance on this process.

Answer No. 8. Under the fix firm price contract, the contractor is allowed to request progress payments upon 30 calendar days after NTP and according to verified completion percentage by the COR. The contractor is responsible for the cost associated to importation, nationalization, costums and related required activities to fully provide and install the lift inside the CMR at the designated location. No partial payments of the lift will be authorized until the lift is at the final location completely installed.

Question No. 9. Regarding Section F (Payment Terms): Will the Government accept partial payment milestones based on the delivery of the elevator equipment and components to the project site (in sealed crates), or are payments strictly tied to completed and installed progress inspected monthly?

Answer No. 9. Progress payments are tied to completion of activities included in the scope of work of the solicitation.

Question No. 10. Regarding Local Regulations and Inspections: Will the final acceptance and final 20% payment be subject strictly to the inspection and approval of the US Government's FAC Engineer as stated on page 12, or will the project require third-party certification under local Colombian regulations (such as NTC 5926)? If local certification is required and delayed due to third-party scheduling, will the final payment be withheld?

Answer No. 10 The final acceptance will be given by the COR and the CO strictly.

Question No. 11. Regarding Civil and Electrical Readiness: Please provide the exact architectural plans and structural/electrical requirement blueprints for the site preparation (shaft, pit, power supply) required for this specific lift model, in order to avoid any negative impact on the manufacturing lead times.

Answer No. 11. Please refer to answer to question 7

Question No. 12. Regarding Section F (Payment Terms): Is it possible to request partial advance payments based on the delivery of the elevator equipment and components to the installation site (in sealed crates), or are payments strictly tied to completed and installed progress inspected monthly? We apologize for any inconvenience and appreciate your confirmation of receipt for both communications.
