About this file

This is a Questions and Answers document for Solicitation 19C02026Q0027, a cafeteria canopy modernization project issued by the Embassy of the United States of America's General Services Office in Bogotá, Colombia.

The project has a mandatory 90-calendar-day execution period with eight phases totaling the same duration. The estimated contract magnitude ranges between $25,000 and $100,000. Phase 4 involves replacement of approximately 150 square meters of Serge Ferrari membrane covering (structure replacement not required), while Phase 5 encompasses approximately 120 square meters of new polycarbonate perimeter coverage for the café plus approximately 150 square meters of general maintenance and painting for the existing Ferrari structure, totaling 270 square meters. Offerors may propose concurrent sequencing in their schedules provided all required approval hold points are observed and the 90-day completion deadline is met. Performance and payment bonds are not required; however, Section G.2.1 details required insurance policies other than prevailing wage coverage. An English-speaking supervisor on-site at all times is required as key personnel, which may be satisfied by a bilingual civil engineer with at least three years of similar experience. Offerors must base price proposals on the stated quantities in the Request for Quote without modification, and the Government will address any differences between approximate quantities and final verified quantities during contract performance through contractual mechanisms detailed in Section G of the solicitation.

CAFETERIA CANOPY MODERNIZATION

QUESTIONS AND ANSWERS

Question # 1. Contract Schedule Duration and Sequencing The individual durations stated for the eight phases total 100 calendar days (20 + 20 + 5 + 25 + 10 + 10 + 5 + 5). However, the schedule table in Attachment 1, Section 11 states a total duration of 90 calendar days, consistent with the mandatory performance period established in Item 11 of the SF-1442.

Please confirm whether any of the individual phase durations should be corrected or whether certain phases are expected to be performed concurrently. If concurrent performance is required, please identify any mandatory sequencing, dependencies, or overlaps.

Please also confirm whether offerors may propose their own concurrent sequencing in the Volume II schedule, provided that all required approval hold points are observed and the mandatory 90-calendar-day completion period is met.

Answer No. 1. The total project time for execution is 90 calendar days

Question No. 2. Estimated Magnitude of the Construction Project Section J.D, “Magnitude of Construction Project,” shows the anticipated contract price range only as “XXXXXXXXXXXXX,” without stating the applicable values.

Please provide the Government’s anticipated magnitude range for this construction project.

Answer No. 2. The magnitude of this requirement is Between $25,000 and $100,000.

Question No. 3. Form and Requirements of the 50% Post-Award Security Item 12A of the SF-1442 indicates that performance and payment bonds are not required with the offer. However, Section G.1.0 requires payment protection equal to 50% of the contract price within ten calendar days after award.

Section J.A(8) also identifies bonds, irrevocable letters of credit, and guarantees issued by a reputable financial institution as examples of acceptable security.

Please confirm:

• Whether a single instrument equal to 50% of the contract price must cover both the payment and performance obligations described in Section G.

• Whether an irrevocable letter of credit or guarantee issued by a reputable Colombian financial institution is acceptable.

• Whether the Government requires specific wording, a prescribed form, a particular currency or beneficiary, or specific qualifications for the issuing financial institution.

Answer No. 3. Bonds are not required. Please review solicitation Section G numeral G.2.1 to get the complete information about insurance policies required for the project, other than the DBA.

Question No. 4. Section G.5.3 requires an English-speaking supervisor to be on site at all times and identifies this position as key personnel under the contract.

Please confirm whether this requirement may be satisfied by a bilingual on-site supervisor or coordinator who is separate from the technical Field Superintendent, provided that the individual is formally designated as key personnel and remains on site throughout all working hours.

If acceptable, please identify the minimum qualifications and proposal documentation required for this individual.

Answer No. 4. 1 bilingual (English and Spanish) civil engineer with at least 3 years of similar experience is acceptable.

5. Question No. 5. Scope and Measurement Basis for the Phase 4 and Phase 5 Areas The Quantity Chart in Attachment 1, Section 19 and Attachment 2 identify approximately 150 m² for the Phase 4 Serge Ferrari canopy and 270 m² for the Phase 5 new covered areas. The narrative scope describes replacement of the existing membrane under Phase 4 and several expansion areas under Phase 5, including the main entrance, rear service area, previously uncovered zones, and a specific 4.00 m × 2.00 m front expansion area.

Although the site conditions were observed during the site visit, confirmation of the stated quantities and their composition is necessary to establish a common and comparable pricing basis for all offerors.

Please confirm:

• Whether the 150 m² represents the approximate total area of the existing Serge Ferrari membrane to be replaced under Phase 4.

• Whether the 270 m² represents the approximate aggregate area of all new covered zones under

Phase 5, including—and not in addition to—the specific 4.00 m × 2.00 m area.

• The limits of work or measurement methodology used to establish these quantities.

• Whether the price proposal should be based on the quantities stated in the RFQ or on the quantities independently verified by each offeror during the site visit.

• How any differences between the approximate RFQ quantities and the final quantities verified during contract performance will be addressed contractually.
