The solicitation involves renovation work to make two residential units compliant with ADA/ABA accessibility standards. The project covers Apartment 303 (estimated start October 2026) and Apartment 403 (estimated start October 2027), with each phase requiring completion within 170 calendar days from the notice to proceed, including final cleaning. Key scope elements include electrical work complying with RETIE standards (to be verified by embassy technical staff with no wire splices permitted in panels or service entrances), bathroom and kitchen woodwork, cabinetry, doors, countertops, surface preparation, and appliance procurement (stove only) with other appliances to be reinstalled and relocated. The document clarifies that detailed architectural and discipline-specific drawings were provided only to contractors attending the site visit and will not be available in DWG format. All laborers must demonstrate certified years of experience; unskilled laborers will not be approved. The original proposal deadline was extended to August 21st in response to contractor requests for additional time to quantify work and prepare cost estimates based on limited initial documentation.

QUESTIONS AND ANSWERS

Question No. 1. We consider it important to have access to the detailed drawings describing the activities to be carried out for the renovation of Apartments 303 and 403.

Answer No. 1. Given the sensitivity of the Information, it was sent to the contractors who attended the site visit.

Question No. 2. Due to the limited time available to prepare the proposal, as well as the extensive and detailed work required to determine the quantities of work to be executed once the drawings are received, we suggest that, on a non-binding basis, you share with us the quantities of work currently available to you.

We understand that these quantities should have been previously determined in order to establish the price range for the proposal.

Answer No. 2. The floor plans contained all the required information for the contractor to review quantities and scope.

Question No. 3. In the “ADA/ABA Compliance Apartments” document, the unit of measure is listed as 1 for all items. In order to properly quantify the required materials, equipment, and labor, access to the architectural drawings, as well as drawings from the other applicable disciplines, is necessary. We would appreciate your confirmation as to whether these drawings can be made available in DWG format.

Answer No. 3. Information was sent to the contractors who attended the site visit. – No information will be provided in DWG format.

Question No. 4. During the site visit, the requirement for RETIE certification of the electrical installations was mentioned. As there is a distinction between performing the electrical work in compliance with RETIE regulations and obtaining the corresponding certification from an accredited certification body, we kindly request confirmation as to whether the required scope includes only compliance with the RETIE standard or also the management and procurement of the RETIE certification.

Answer No. 4. The scope includes only complying with the RETIE standard, which will be verified and certified by the embassy technical team. Under no circumstances are wire splices/connections accepted in the electrical panel and/or the service entrance (main electrical feed).

Question No. 5. We would also like to respectfully request consideration of an extension to the proposal submission deadline. This request is based on the fact that the proper quantification of several activities depends largely on the availability of the project drawings and detailed technical information. Furthermore, items such as cabinetry, doors, countertops, and other custom elements require a more detailed review to ensure an accurate and reliable cost estimate consistent with the project requirements Answer No. 5. The deadline was moved to August 21st
