About this file

This document is a Questions and Answers (Q&A) file for Solicitation Number 19BY7025Q00014, a Technical Security Upgrade project for the Department of State. The Q&A addresses six specific technical questions related to infrastructure installation in two buildings: the Consular CAC (Building A) and the Generator Room (Building B). Key technical details include PVC termination points, trenching specifications, wall penetrations, and installation requirements for new 2" PVC infrastructure.

The document provides specific guidance on installation methodology, such as installing a box inside the wall with a 90-degree RGS (Rigid Galvanized Steel) conduit, routing conduits through trenches, and addressing restoration requirements. Contractors are instructed that excavated materials may be reused if consistent with the Statement of Work (SOW), and that repaired concrete must match existing color, type, and thickness. Additionally, the post will require contractors to provide tile samples to the Contracting Officer's Representative (COR) and Facilities Manager for approval before proceeding with any replacements.

Questions and answers

Question 1:

For Building A: where do you want the PVC to terminate - will another 90 degree RGS be used to bring it up inside the existing cabinets or somewhere under the counter?

Per the design, team will install a box inside the wall (see below design). There should be a 90 degree RGS inside the wall. The trenching will go to the counter and then use another 90 degree RGS to an inside counter wall (see below draft).

Question 2:

For Building B: will the PVC terminate outside the existing manhole or is there an existing penetration?

There is no existing penetration. Local Contractor Package includes new 2” PVC infrastructure from inside the existing manhole to the outside wall of the generator room (Building B) utilizing detail 1 on C5.02.

Question 3:

What is the common name for Building A Consular CAC

Question 4:

What is the commony name for Building B Generator Room

Question 5

Will we have to replace the tile? How is this to be sourced Post will request you provide samples to the COR and the Facilities Manager for approval.

Question 6

After diging the holes, and put the new pipes, are we allowed to refill the holes with the rubble excavated or do we have to bring new soil materials ?

You may reuse any materials as long as they are consistent with the SOW on page C1.03 details shown on page C5.01. Repaired concrete must match existing color, type and thickness.
