About this file
These are meeting minutes for a pre-proposal conference and site visit for RFQ 19BX6025Q0012, a paint restoration project for exterior surfaces at the U.S. Embassy in Bandar Seri Begawan. The solicitation requires a contractor to complete painting work in four phases, using Sherwin Williams or Nippon Paint, with specific surface preparation requirements including plaster repair, polyurethane sealant application, and primer coating. Contractors must submit three-volume proposals by September 2, 2025, at 5:30 p.m., include Defense Base Act insurance costs, provide SAM registration proof, and adhere to detailed painting specifications that protect embassy property and follow manufacturer guidelines.
Key technical requirements include a one-year warranty period, mandatory manufacturer's technical documentation submission prior to work, surface preparation protocols, and strict painting application standards. Contractors must survey the property to verify work scope, ensure surfaces are clean and dry before painting, apply primer to unprimed surfaces, and repair damaged interior/exterior plaster to match existing materials. The solicitation emphasizes compliance with all specifications, with proposals to be emailed to BSBGSOProcurement@state.gov, and any questions to be submitted by August 29, 2025, at 12:00 noon.
