REQUEST FOR PROPOSAL

HISTORIC RESTORATION CONSTRUCTION SERVICES

Exterior Rendering and Masonry Repairs at the Jefferson Center Mandalay

Project Description

The beautiful 3+ acre compound and its historically significant main building is located on the south side of the moated grounds of the former royal palace in Mandalay. It is over 100 years old and became the U.S. Embassy’s property on 5 November 1953. Roughly half the compound is freehold, the rest being a leasehold through the end of 2040. The facility served as a Consulate and Consul General residence, a guest house, and as the Jefferson Reading Room before becoming the Jefferson Center Mandalay (JCM). It was unused in caretaker status between 1996 and 2008.

The JCM was closed in 2020 due to COVID and remained closed after the February 2021 coup until its reopening in November 2024.

This historic structure is an exposed timber (teak) frame structure with brick infill panels.

Regrettably, the original lime-based exterior rendering, commonly referred to stucco in the United States, was largely replaced with a cementitious (Portland cement) mortar. This compels periodic repairs due to the incompatible materials, as well as the use of low permeability paint. As a result, the exterior unreinforced masonry, constructed mainly of soft brick, is in the process of deterioration. It is the goal of the U.S. Embassy Yangon and the Office of Cultural Heritage (CH), Bureau of Overseas Buildings Operations (OBO), to conduct maintenance and repairs to historic structures in a manner consistent with internationally accepted best preservation practices. The contractor who is retained shall perform restoration of the masonry walls, both interior and exterior, and rendered surfaces of the Jefferson Center in compliance with the local host government preservation requirements or the U.S. Secretary of Interior Standards for Preservation and Restoration, whichever is regulations are more comprehensive and restrictive.

Scope of Work (SOW)

Multiple layers of stucco (render) and paint have been applied over time in successive campaigns to both the interior and exterior walls of the residence. Many of the more recent layers include Portland cement-based renders and acrylic-modified coatings. Frequent repairs, using cementitious stucco, have been performed over the years due to delamination, cracking, and spalling. Newly applied paint blisters and peels within months of repainting.

Based on these observed results from the use of incompatible materials, the restoration scope of work below includes a comprehensive removal of all exterior coatings and renders throughout the Jefferson Center building to expose the masonry wall construction prior to recoating and repainting with hydrated lime-based or other compatible materials. Performance of localized repairs and refinishing of the building’s exposed wood frame members is also included in this work. All work shall utilize traditional means, methods, and materials. Contractor team members shall have expertise with historic structures, vernacular Burmese building wall systems and renderings. The contractor shall have a minimum of 5 years’ expertise of working on historic structures and have completed a minimum of 3 projects of similar size and scale. Contractors shall submit qualifications and recommendations for USG review and approval as part of their bid package.

A. Construction Documentation and Materials The contractor will prepare the following for USG review and approval in advance of construction:

1. Measured drawings of JCM in AutoCAD format to include site, floor plans and elevations for the purposes of identifying understanding of scope of work relating to the exterior repair only.

USG can provide non-CAD floorplans for reference purposes only. Assume 50% and 100% submittals and permit (as required by local authorities) for USG review and comment.

Assume phone conferences with USG for each submission review.

2. Identify proposed materials and equipment laydown requirements, to include job site office.

3. USG can provide potable water, but the contractor must consider using its own genset for its power requirements.

4. Identify trades required and list of subcontractors.

5. Temporary Protection and Vertical Access Systems. All connections of temporary protection and access systems and loads imparted onto existing structure shall be reported to OBO for review and comment. Protection and access systems shall be designed based on the OBO Building Code.

6. Submit narrative which outlines contractor means and methods of rendering removal, masonry substrate wall repairs, reapplication of rendering for USG review and approval.

7. The narrative shall include schedule, sequencing, milestones, etc. The contractor shall provide safe removal techniques and application of new compatible renderings (i.e.

hydrated lime-based applications).

8. Performance of on-building mockups of rendering removal methods, masonry substrate repairs and reinstallation of 3-layered rendering applications and lime wash.

9. Provide materials for masonry substrate repairs as well as timber joint reinforcement, etc.

10. Provide compatible rendering mix design for scratch and finishing coats. Provide recommendations for sourcing aggregate comparable to period buildings in Burma. The

goal is to install rendering utilizing vernacular building methods utilizing naturally hydraulic lime.

11. Identify Quality Assurance and Quality Control measures.

12. Template daily, weekly and monthly reports.

13. Provide maintenance recommendations, to include but not limited cleaning and or applications of mineral based paints, such as lime wash.

B. Construction The contractor shall perform the following after the above requirements are approved by the COR:

1. Mobilize and erect laydown space.

2. Install temporary protection and access systems.

3. Hold reoccurring regular job safety training per POSHO.

4. Hold reoccurring regular daily and weekly meetings with FM and POSHO.

5. Safe, controlled and sequenced removal of existing rendering layers down to bare masonry substrate.

6. Record any findings relating to unforeseen conditions. Note: Contractor will be held responsible to repair any damage due to inappropriate removal methods.

7. Perform repairs to masonry substrate utilizing materials and methods which are compatible with the existing (i.e. color, texture, strength, stiffness)

8. Perform rendering applications.

9. Perform mineral based paints/wash.

10. Generate as-built drawings and material register based on Task A and Task B modifications to approach, if any. As-builts shall be reviewed and approved by USG prior to removal of temporary protection and access systems.

11. Remove temporary protection and access systems.

C. Assumptions The contractor is to assume the following, unless noted otherwise:

1. The scope of the repairs encompasses all rendered, above grade, exterior surfaces of the JCM main building and the attached kitchen.

2. Install temporary wood protection around all windows and door openings from the construction activity.

3. Install temporary protection over existing lighting, conduit, flashing, roofing on or adjacent to existing walls to be repaired.

4. Install temporary protection over all decorative elements to include vegetation and landscape beds.

5. Contractor to notify FM of necessary landscaping trimming required prior to mobilization.

6. Flashing repairs shall be anticipated, if necessary, at all interfaces between vertical wall surfaces and horizontal projections.

7. No roof drainage and or site grading improvements are included in this scope.

D. Technical Requirements The work shall include, but not be limited to:

1. Paint analysis both wood works and masonry walls.

2. Removal of existing paint and render with minimal damage o Rendor removal must be performed manually and not mechanically, unless otherwise approved by the Contracting Officer’s Representative (COR).

o The contractor shall perform mock-ups to identify means and methods which can perform the necessary removals of existing finishes to the substrate utilizing the gentlest method possible. Methods which damage wood or masonry substrate will not be permitted. Methods such as pressure washing and sand blasting will not be permitted without written requests and approval by the OBO Office of Cultural Heritage.

3. Removal of interior and exterior cementitious mortar works.

4. Removal of damaged brickwork and substitutions using like-kind brick.

5. Removal of degraded mortar in brick panels as necessary and re-pointing using approved lime mortar.

6. Aeration of the brick panels up to acceptable moisture content level. Moisture levels between 12% - 16% are acceptable.

7. Rendering the exterior of the brick wall panels using approved lime-based mortar.

8. Lime-washing of the replastered exterior brick infill panels.

9. Plastering of interior walls using lime-based mortar.

10. Painting of interior walls using mineral based paints.

11. Removal of existing paint on the exposed exterior surfaces of the wood framing.

12. Application of borate wood preservatives, consolidates, and fillers for the preservation of timber framing.

13. Refinishing of the exposed exterior woodworks using locally available shellac/linseed/tung oil or equivalent as approved by the COR.

14. Future maintenance recommendations.

E. General Requirements

1. The Contractor shall provide quantity surveyors, construction personnel, equipment, materials, tools, and supervision as needed to complete the services that meet the technical requirements in this Statement of Work [SOW]. It is expected that the Contractor shall partner closely with Embassy Facilities personnel.

2. The work shall be executed in a diligent manner in accordance with a negotiated firm fixed price and performance period. The period of performance for all Phases of the project shall be completed in [120] working days from the Contract Award and the Notice to Proceed.

3. The Contractor shall have limited access to or be admitted into any structure outside the areas designated for the project except with permission by the Embassy. The Contractor shall address the impact of the consequent disruption and provide for a continuing level of operation for continuous occupation of the residence during construction.

4. The Contractor shall be required to prepare and submit reports, bill of materials, product literature, drawings, specifications, quality control schedules, safety plan and construction

costs. These documents provide the necessary interfaces, coordination, and communication between the Embassy and Contractor for the delivery of a completed project.

5. All given measurements shall be observed, verified, measured, and confirmed by the Contractor on site.

6. Contractors must provide their own equipment, tools, ladders, and scaffolds.

7. The US Embassy only provides water and electrical power for this work. Contractor must provide all equipment and materials.

8. Contractors must follow all working safety regulations and provide their personnel with appropriate safety equipment like gloves, security shoes, ocular protection, earring protection, falling protection, etc... A site meeting will be held to discuss safety issues prior to work commencing. The Contractor shall abide by all safety requirements of all U.S. and local Government regulations and specifically all safety requirements in the latest edition of the U.S. Army Corps of Engineers EM 385-1-1 safety and health requirements manual (which can be accessed in English at http://www.publications.usace.army.mil/ USACE Publications/EngineerManuals.aspx). The contractor is expected to develop hazard control methods in accordance with EM 385-1-1 and comply with the requirements of this manual through the duration of the project. The contractor must also abide by United States Occupational Safety and Health Administration (OSHA) safety requirements. The Contractor shall implement EM 385 1-1 and OSHA requirements including the use of appropriate barricades and signs to include wet floor signage, proper fall protection for elevated work, proper inspection and use of all equipment including ladders and electrical appliances which should be properly wired, especially those that require the use of a GFCI (e.g., pressure washers), and proper use of personal protective equipment (PPE).

9. Working hours: 8:00 AM to 4:30 PM; Working Days: Local Working Days. The contractor may write to COR requesting any necessary extra working hours per construction requirements and there will be no additional charge to the Government for associated extra working hours.

10. Upon completion the work area is to be returned to clean condition with no dust or paint stains in evidence and no excess paint dropping on floors, outlets, or fixtures.

11. All retouching work should be included, and the area should be kept clean during and at the end of each working days.

12. All damaged areas during the working process should be restored to its original conditions.

13. Contractors must remove and dispose of all excess material and construction debris.

14. The facility, Jefferson Center is located at 27 and 71 street corner, Chan Aye Tharzan

Township, Mandalay. All inspections shall be requested through the Embassy’s Facility Manager [FM] or Contracting Officer Representative [COR].

15. Work shall be completed as expeditiously as possible. The facility shall be occupied during the execution of this contract. The contractor shall coordinate with COR for work phasing and job sequencing. This is particularly important for the interior work to maintain the Jefferson Center open during the construction. The contractor shall submit a phasing plan with construction schedule for review and approval prior to commencement of work at the site.

16. COR.

F. Contract Administration

1. The Contractor shall not conduct any work that is beyond this Statement of Work and accompanying specifications unless directed in writing by the Contracting Officer [CO]. Any work done by the Contractor beyond this SOW and accompanying specifications without direction from the CO will be at the Contractor’s own risk and at no cost to the Embassy.

2. The Contracting Officer shall provide a Notice to Proceed [NTP] to the Contractor. No work shall be initiated until the NTP is issued by the CO.

3. The Contracting Officer may designate more than one individual to serve as the Contracting Officer's Representative [COR]. The Contractor will be furnished evidence of COR appointments, including explicit authority delegated to each COR and their responsibilities.

4. The Embassy does not make representations or warranties of whatsoever kind or nature, either expressed or implied, as to the quality, level of completion, accuracy, extent of compliance with the standards, codes and requirements described or referred to in this SOW, or the extent of coordination between or among the documents provided to the Contractor.

5. The Embassy’s review, approval, or acceptance of, nor payment for the services required under this contract shall be construed to operate as a waiver of any rights under this contract or any cause of action against the Contractor arising out of the performance of this contract.

6. The Embassy has the right to inspect and test all services called for by the contract, to the extent practicable always and places during the term of the contract. The Office of Overseas Buildings may perform quality assurance inspections [QAI] and tests during construction to confirm the work is installed according to the SOW.

7. The Contracting Officer has the authority to issue a temporary stop order during the execution of any phase of this SOW. This authority may be executed when the Embassy requires time for official functions or is in possession of specific credible information indicating that the lives of Embassy personnel are immediately threatened, and that the execution of the project will increase the Embassy's vulnerability. The Contractor shall promptly notify the CO that work has been stopped.

8. If any of the Contractor’s services do not conform to the contract requirements, the COR may require the Contractor to perform the services again in conformity with the contract requirements. The Embassy may by contract or otherwise, perform the services and charge the Contractor any cost incurred by the Embassy that is directly related to the performance of such service or terminate the contract for default.

9. The Embassy has the right to terminate this contract of convenience at any time in whole, or from time to time, if the Contracting Officer determines it is in the interest of the Embassy.

G. Contractor Responsibilities

1. The Contractor shall be responsible for the professional quality, technical accuracy, and the coordination of all construction and other services furnished under this contract.

2. The Contractor shall, without additional compensation, correct or revise any errors or deficiencies in its construction and other services.

3. The Contractor shall identify a Project Site Manager who shall be responsible for the overall management of the project and shall represent the Contractor on the site during construction. The Project Site Manager shall be approved by the COR.

4. The Project Site Manager shall attend all project meetings, prepare Status Reports on the project and submit them to the COR. Status Reports shall contain meeting minutes, accomplishments, arising concerns and proposed solutions, any proposed changed orders, and any other pertinent information required to report the progress of performance.

5. The Contractor shall provide and submit to the COR Daily Construction Reports such as indicating events, work accomplished, materials delivered etc.

6. All documentation produced for this project will become the ownership of the Embassy at the completion of this project.

7. The Contractor shall verify that all materials, equipment, and systems provide operational dependability. The Contractor assures the completed construction shall be easily maintained or replaced with readily available materials and services.

8. Any cost associated with services subcontracted by the Contractor shall be borne by and be the complete responsibility of the Contractor under the fixed price of this contract.

9. The Contractor is responsible for safety and shall comply with all local labor laws, regulations, customs, and practices pertaining to labor, safety, and similar matters. The Contractor shall promptly report all accidents resulting in lost time, disabling, or fatal injuries to the COR.

10. The Contractor shall be and remain liable to the Embassy in accordance with applicable law for all damages to the Embassy caused by the Contractor's negligent performance of any of the services furnished under this contract. The rights and remedies for the Embassy provided for under this contract are in addition to any other rights and remedies provided by law.

H. Preconstruction Requirements

11. The Contractor shall examine all the documents and visit the site to fully inform themselves of all the conditions and limitations applied to the work and submit a firm fixed price cost proposal for all the work. No subsequent cost allowance will be made to the Contractor for neglect of the existing conditions.

12. Provide a statement that the Contractor’s company and all personnel are experienced in maintenance and repair works similar to type and scope required for the work. The COR may request to visit and inspect a previous construction project completed by the Contractor to verify quality.

13. The Contractor shall prepare and submit a Quality Control Schedule [QCS] and Project Safety Plan [PSP] to address the project. The QCS and PSP are intended to document the

entire project from beginning to end.

14. Submit a copy of a Contractor’s Installation Guarantee covering the work, labor, and equipment for a period of ONE [1] year at no cost to the Embassy signed by the Contractor.

15. Submit a Bill of Materials [BOM], product literature, samples, and standard specification submittals of all materials to be used in the project provided by the contractor. The BOM's shall list the equipment and materials in sufficient detail that a purchase order for the materials and equipment can be executed without further elaboration or specifications. These documents will be used by the Embassy to approve all equipment and materials

I. Construction Requirements

1. No construction shall begin until approvals of the Pre-Construction Submittals are accepted by the COR. Requests for approvals should be sent to the COR in the appropriate form such as Shop Drawing/Material Approval Request.

2. The approval of the drawings and/or materials by the Contracting Officer shall not be construed as a complete check but will indicate only that the general method of construction and detailing is satisfactory. Approval of such drawings and/or materials will not relieve the Contractor of the responsibility for any error which may exist as the Contractor shall be the responsible for the dimensions, design, quality, adequate connections, details, and satisfactory construction of all work.

3. The Contractor shall be responsible for all required materials not provided by the Embassy, equipment, and personnel to manage, administer, and supervise the project. All workmanship shall be of good quality and performed in a skillful manner as determined by the COR.

4. All materials and equipment incorporated into the project shall be new unless noted otherwise. The Contractor shall transport and safeguard all materials and equipment required for construction.

5. Equipment and materials shall be carefully handled, properly stored, and adequately protected to prevent damage before and during installation, in accordance with the manufacturer's recommendations. Damaged or defective items shall be replaced. The contractor will be responsible for security of all materials and equipment.

6. Receipt of Materials - Shipment of equipment, materials, and supplies shall be addressed to the Contractor - not the Embassy. The Contractor must be on hand to accept shipments;

the Embassy will not accept shipments.

7. The Contractor will be provided with a storage and staging area as determined by the COR. The Contractor shall be responsible for restoring the area to its original condition at the completion of the work. The Contractor shall be responsible for repair of any damage incurred to buildings or pavement because of storage activities. The Contractor is responsible for obtaining any additional off compound storage areas as required.

8. The Contractor shall at all times keep the work area free from accumulation of waste materials. Upon completing construction, the Contractor shall remove all temporary facilities and leave the project site in a clean and orderly condition acceptable to the COR.

9. The Contractor shall perform the work at the site during the Embassy's normal workday

hours, unless agreed upon with the COR.

10. The Contractor shall be responsible for connection of temporary utilities to existing utilities including water and power lines. All temporary connections to local water and power lines shall be coordinated with the COR. The Contractor shall pay all costs incurred in connecting, converting, and transferring the utilities to the work. The Contractor shall be responsible for making connections including providing back flow preventer devices on connections to domestic water lines, providing transformers, and for disconnections.

11. At the end of each workday, or notification of a temporary stop order, the Contractor shall lower and fixed all temporary work platforms and/or harnesses. The contractor shall notify the COR of the temporary barricade locations. Beginning the next workday, the contractor shall remove the temporary barricades before continuing the project.

12. Storm Protection - Should warnings of wind of gale force or stronger be issued, the Contractor shall take every practicable precaution to minimize danger to person, the work and adjacent property. Precautions shall include, but not be limited to, closing all openings, removing all loose materials, tools and equipment from exposed locations, and other temporary work.

13. Cleanup - The Contractor shall keep the work area, including storage areas, free from accumulations of waste materials on a daily basis and comply with all federal, state, and local regulations pertaining to the storage, transport, and disposal of wastes. The Contractor shall not use Embassy waste disposal facilities including garbage cans, trash piles or dumpsters.

14. Landscape Restoration - The surfaces of all unpaved areas disturbed by construction activities shall be sodded with an approved grass native to the sodded area as approved by the COR. These shall include areas which existing pavement is removed, areas where excavation takes place, and areas where existing sod is killed or compacted by construction activities. Landscape shrubs killed or damaged by construction activities shall be replaced with same species and size.

J. Technical Criteria

1. The Contractor work shall in accordance with U.S. codes and standards. The COR will review and comment on the Contractor’s submissions using the following codes and standards:

• American Society for Testing & Materials,

• 2024 International Building Code

• 2024 International Mechanical Code

• 2024 International Plumbing Code

• 2024 National Electrical Code (NFPA)

• OBO International Zoning Code

• Statement of Work for Construction Services

2. Contractor shall provide specifications, samples, and manufacturer’s data sheets.

K. Deliverables The Contractor shall commence work under this contract promptly, execute the work diligently, and achieve final completion and acceptance including final cleanup of the premises within the period specified.

Project Completion:

Furnish one copy of maintenance and operating information, Contractor’s one-year workmanship guarantee, and product literature of all items installed.

L. Project Security

The work to be performed under this contract requires that the Contractor, its employees, and sub-contractors shall be cleared by Embassy Security and submit corporate, financial and personnel information for review by the Embassy. Information submitted by the Contractor will not be disclosed beyond the Embassy.

The Contractor shall submit this information including construction vehicle requirements within [x] days of the Notice to Proceed.

M. Payments

1. The Contractor shall provide a fixed priced lump sum proposal to the Contracting Officer, as well as a schedule of the works as Proposed Performance Chart/Working Schedule. The Contractor may submit requests for progress payments at monthly intervals to cover the value of labor and materials completed to date. In making progress payments, there shall be 10% retained of the amount due until final completion.

2. The Contractor shall submit one copy of all payment invoices, with the appropriate backup documents to the COR. The COR will determine if the invoice is complete and proper as submitted. The COR also will determine if billed services have been satisfactorily performed and if expenses billed are correct. If it is determined that the amount billed is

incorrect, the COR will within seven days, request the Contractor to submit a revised invoice.

3. The Contractor shall specifically identify his last invoice "Final Invoice." The Final invoice shall include the remaining payment claimed to be due under the basic contract and all modifications issued, if any. The final invoice shall also have the Contractor's Release of Claims Certificate attached.

Appendix A (Drawings & Specifications)

The technical and material specifications below are guidelines. They are included as a referential baseline. Final specifications and ratios must be submitted for COR approval.

Lime Material Ratios and Application Guidelines

1. Lime Mortar – Interior

• Mixing Ratio:

o Lime Paste : Sand = 1 : 2.5

• Application Method:

o Use well-slaked lime paste o Mix thoroughly with clean, well-graded sand.

o Apply in joints or as bedding mortar for interior brick or block work.

o Keep moist for several days after application to ensure proper carbonation.

2. Lime Mortar – Exterior o Same as interior mortar.

o Ensure proper curing and protection from rain or sun during initial setting.

3. Lime Plaster – Interior o First Coat:
