About this file

This is a Single Source Justification form for a simplified acquisition under the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), submitted by the U.S. Department of State for the overseas post at U.S. Embassy Belmopan. The requiring activity seeks approval to award on a sole source basis to Belize Diesel for the purchase of a 2026 Toyota Land Cruiser. The justification is based on brand-name authority and 41 USC 3304 with FAR 6.302-1(c) as the statutory authority permitting other than full and open competition.

The Embassy requires the Toyota Land Cruiser to support operations in Belize's challenging road conditions, including paved highways, unpaved rural roads, and terrain degraded during rainy and hurricane seasons. The vehicle's high ground clearance and reliable four-wheel-drive capability are essential for safe personnel movement and mission-critical operations. The justification emphasizes five key factors supporting sole sourcing: the Land Cruiser's technical capability for extreme operational conditions with full-time four-wheel drive and locking differentials; alignment with operational requirements including disaster response, jungle terrain mobility, and border area access; in-country support infrastructure with an authorized Toyota dealership and service center located approximately five minutes from the Embassy in Belmopan; cost effectiveness and lifecycle considerations demonstrating lower total cost of ownership compared to U.S.-manufactured alternatives lacking equivalent dealer infrastructure; and acquisition strategy through the authorized in-country distributor ensuring manufacturer service standards and warranty protections. The Contracting Officer has determined the anticipated price is fair and reasonable, and all required certifications have been completed as of June 8, 2026.

SECTION 4: IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER THAN

FULL AND OPEN COMPETITION

In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1), the Contracting Officer has deemed only one source reasonably available based on the following:

Brand-name Other: 41USC 3304 and FAR 6.302-1(c)

The U.S. Embassy Belmopan communicates U.S. policies, positions, and interests to the host government. It also issues such as trade, defense, climate, and security. In addition, the Embassy provides emergency assistance, including help with lost passports, arrests, and medical emergencies. The Embassy also supports crisis response efforts during natural disasters and evacuations.

Furthermore, the Embassy facilitates U.S. business operations and investment in Belize. Tourism is the second-largest sector in the country, and many U.S. investors operate jungle resorts located in remote, off-road areas. To support these activities, the Embassy continually monitors security conditions and works to ensure the safety of U.S.

citizens abroad.

Given these diverse responsibilities, U.S. efforts to support its citizens, strengthen international relationships, promote economic interests, and protect national security abroad are significantly enhanced by the use of Toyota Land Cruisers, which are well know

SECTION 5: DEMONSTRATION

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY

technical performance, manufacturer-certified documentation, in-country service capabilities, lifecycle considerations, and mission requirements within Belize.

1. Technical Capability Assessment Manufacturer-certified Toyota documentation confirms that the Land Cruiser platform is engineered for extreme operational conditions, incorporating full-time four-wheel drive, locking differentials, terrain management systems, and maintenance schedules designed for sustained off-road use. These systems, environments requiring high traction, durability, and extended field operations. Verified engine specifications for current Land Cruiser diesel platforms further demonstrate resilience under heavy loads and prolonged operation within hostile terrain conditions.

2. Operational Requirements Alignment The Embassy regularly conducts missions requiring access to remote areas, including disaster response deployments to isolated villages, mobility within dense jungle terrain, and site visits along the Adjacency Zone and the Belize Guatemala border. The Land -road capability and field-proven durability directly support these mission requirements, enabling reliable movement where road infrastructure is limited or nonexistent.

3. In-Country Support Infrastructure An authorized Toyota dealership and service center operates in both Belize City and Belmopan, with the Belmopan location situated approximately five minutes from the Embassy. This proximity ensures immediate access to professional maintenance services, genuine parts, and warranty support, significantly reducing vehicle downtime and associated lifecycle costs. The availability of certified technicians and reliable supply chains contributes to sustained fleet readiness and rapid service turnaround. Comparable U.S.-manufactured vehicles lack equivalent dealer infrastructure in Belize, resulting in extended repair timelines, increased maintenance expenses, and reduced operational reliability.

4. Cost Effectiveness and Lifecycle Considerations The combination of durable engineering, locally available certified service, and readily accessible parts maintenance schedules, and minimized logistical delays provide measurable cost advantages compared to platforms requiring overseas parts procurement or non-certified servicing.

5. Strategy acquisition of Toyota Land Cruisers through Belize Diesel, the authorized in-country distributor. This approach ensures compliance with manufacturer service standards, continuity of warranty protections, and reliable long-term sustainment of the fleet.

6. Conclusion Based on technical evaluation, mission suitability, and the superior support infrastructure available within Belize, the Toyota Land Cruiser represents the most practical, dependable, and cost-effective vehicle platform for U.S. Embassy Belmopan. Its proven off-road capability, certified engine durability, and immediate access to authorized service make it the optimal choice to support mission-critical operations
