About this file
This is a Request for Quotations (RFQ) from the U.S. Embassy Dhaka for Driver Support Services. The Embassy seeks to contract with a single vendor to provide three (3) qualified drivers to operate U.S. government-owned vehicles in support of the Pacific Augmentation Team-Bangladesh (PAT-BGD) for one year. Services are required on a 24/7 basis, including weekends and holidays, with drivers operating within the Dhaka and Chattogram areas (150 km radius) during normal hours (0700-1900), and available for up to 30 cumulative days of travel throughout Bangladesh with advance notice. Quotations are due by February 20, 2026, at 04:30 PM local time and must be submitted electronically to DhakaProc@state.gov in English, with file size not exceeding 30MB. The contract will be awarded to the responsible company submitting the best value offer based on initial quotations without discussions, though the Government reserves discretion to conduct negotiations or make award based on technical merit and price factors combined.
Key requirements include: drivers must possess a minimum of two years documented driving experience, valid Bangladesh driver's licenses, basic English language proficiency, local area knowledge, driver safety training upon assignment and every two years thereafter, and medical fitness certification every two years. The contractor must ensure vehicle maintenance, provide cellular phones with WhatsApp capability to all drivers, cover all personnel costs including salary, housing allowance, meals, medical coverage, licensing, background checks, and holiday bonuses. The contractor is responsible for managing driver schedules, providing coverage when drivers are unavailable, and submitting monthly invoices with driver timesheets for Government approval. Pricing must include all costs, with Value Added Tax (VAT) at 15% shown separately on invoices. All prospective quoters must be registered in the SAM database prior to submission and must complete SF-1449, Section 1 Pricing, Section 5 Representations and Certifications, and provide proof of SAM registration.
