About this file

This is an Amendment of Solicitation (A0001) issued by the U.S. Embassy Canberra GSO Procurement Office on August 28, 2026, to solicitation number 19AS2026Q0030 dated August 5, 2026. The amendment does not extend the offer submission deadline and provides Questions & Answers received from prospective quoters. Offerors must acknowledge receipt of this amendment prior to the submission deadline by completing and returning the amendment, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or telegram referencing the solicitation and amendment numbers. Failure to acknowledge receipt may result in rejection of the offer.

The Questions & Answers address the delivery structure of the culminating conference and reception under CLIN0004, clarifying that these need not occur on the same date or involve identical participants, though both must meet respective requirements and receive Point of Contact approval. The amendment confirms that one of two required roundtable/tabletop exercises under CLIN0002 may utilize a third-party AI platform for wargaming and crisis simulations, with the vendor and platform details to be included in the technical submission. Regarding subcontracting and teaming, the amendment clarifies that no list of interested firms is maintained and prospective quoters must identify partners independently. The pre-quotation conference was held on August 24, 2026; the Teams link request window closed August 20, 2026, at 4:00 PM AEST, though non-attendance does not preclude quotation submission. Prime contractors retain responsibility for meeting mandatory requirements including SAM registration/UEI and Australian local-presence requirements regardless of subcontracting arrangements, and any subcontractor performing work must independently meet authorization and performance requirements under DOSAR 652.242-73. FAR 52.244-6 flow-down obligations apply to subcontracts, and offerors relying on subcontractors to meet technical qualifications must clearly document the arrangement and integration of capabilities.

Q1. Can you please clarify whether the culminating conference and reception to be delivered under CLIN004 is expected to take place on the same day and with the same group of participants from government, business, academics, policy experts, and the diplomatic community?

A1. No. The Government does not require that the culminating conference and the reception take place on the same date, nor that they involve the entire same group of participants. The Contractor has flexibility to structure the timing and composition of the conference and the reception separately, provided both fulfill their respective requirements under CLIN0003 and CLIN0004 (as applicable) and are subject to POC approval.

Q2. At least two roundtable/tabletop exercises are expected to be delivered under CLIN002. Would there be any objection to one of those exercises being delivered with assistance from a third-party AI platform designed for wargaming and crisis simulations? We can provide further information about the platform and vendor in our submission.

A2. No objection. The Government has no objection to the use of a third-party AI platform for wargaming/crisis simulation support for one of the two required roundtable/tabletop exercises under CLIN0002, provided the offeror includes information about the platform and vendor as part of its submission for the Government's review as part of the technical evaluation.

Q3. Does the Embassy maintain, or can it point us to, a list of firms that have expressed interest in this RFQ, so we can reach out directly about a subcontracting or teaming arrangement?

A3. No. The Embassy does not maintain or distribute a list of firms that have expressed interest in this solicitation. Prospective quoters interested in establishing subcontracting or teaming arrangements must identify and contact potential partners independently.

Q4. Is the August 24 pre-quotation conference open to firms seeking to team as subcontractors rather than bid as prime? If so, we'd like to request the Teams link.

A4. The pre-quotation conference was held on August 24, 2026, and has already concluded; the window to request the Teams link (which closed August 20, 2026, 4:00 PM AEST) has passed. Non-attendance does not preclude a firm from submitting a quotation or pursuing a teaming/subcontracting arrangement, provided all other solicitation requirements are met by September 8, 2026, 4:00 PM AEST submission deadline.

Q5. Are there any restrictions in this solicitation on subcontracting or teaming arrangements we should be aware of before reaching out to potential primes?

A5. The solicitation does not prohibit subcontracting or teaming arrangements. However, offerors should be aware of the following:

• The prime contractor bears responsibility for meeting the solicitation's mandatory requirements, including SAM registration/UEI (Addendum A.2.4) and Australian local-presence requirements (Addendum A.2.3), regardless of any subcontracting arrangement, unless the Contracting Officer determines otherwise in accordance with applicable class deviations.

• Per DOSAR 652.242-73 (Authorization and Performance), any subcontractor or joint venture partner actually performing work under the contract must also independently meet the requirements of that clause (i.e., authorization to do business, necessary licenses/permits, and compliance with local laws).

• Per FAR 52.244-6 (Subcontracts for Commercial Products and Commercial Services), incorporated by reference in Section 2, certain flow-down obligations apply to subcontracts under this contract.

• Offerors relying on a subcontractor to meet technical qualification requirements (e.g., Australian experience, subject matter expertise) should clearly document the nature of the arrangement and how the subcontractor's capabilities will be integrated into contract performance, consistent with Addendum A.2.5–A.2.6.
