About this file
This is an Amendment of Solicitation (Standard Form 30) for RFQ Number 19AS2026Q0008, issued by the U.S. Embassy Canberra GSO Procurement Office on May 14th, 2026. The amendment modifies the continuation to SF-1449 regarding workers' compensation insurance pricing for Locally Employed (LE) Staff in the Australian Capital Territory (ACT). The pricing period of performance runs from July 1, 2026, to June 30, 2027, with an estimated annual wage base of $14,500,000.00 AUD. Contractors must complete the Workers Compensation Insurance Pricing Schedule by specifying the ACT Default Insurance Fund DI fund levy rate effective for the performance period (both percentage and corresponding monetary value), calculating Goods & Services Tax at 10% GST, and providing a total annual premium. The contracting officer is Paul Rau. All terms and conditions of the original solicitation remain unchanged except as amended herein.
The amendment includes a Questions and Answers section clarifying that administrative corrections to the pricing schedule must be submitted by the contractor with both applicable percentages and monetary values clearly specified, as the pricing grid has been updated to allow percentage entry. Regarding Q2, the government clarified that employee census information is not required, as premiums are calculated by insurers based on industry classification, total payroll, and historical claims data per the Australian Workers Compensation Act 1951. Contractors should reference the Pricing Grid for wage estimates and Attachment A for claims history when submitting proposals.

*Apply the levy rate that is effective for the period of performance (July 01, 2026, to June 30, 2027). Clearly specify both the applicable percentage (%) and corresponding monetary value within the pricing schedule. The Workers Compensation Act 1951 provides the framework around the calculation of the annual insurer contributions.
Questions and Answers
Q1. Please confirm whether administrative corrections to the pricing schedule may be annotated directly on the solicitation. For example, the Default Insurance Fund Levy is currently reflected as 2% and may require revision to 1.8%. Please advise whether the Government should note this change directly or if a revised pricing schedule should be reissued by the contractor.
Answer: For pricing purposes, the contractor shall apply the levy rate that is effective for the period of performance specified in the RFQ (July 01, 2026, to June 30, 2027) and clearly specify both the applicable percentage (%) and corresponding monetary value within the pricing schedule. The pricing grid has been updated to allow you to add the percentage.
Q2. Can you please share the employee census information for each covered employee.
Answer: Please note that the Request for Quotation (RFQ) pertains exclusively to the Australian Government mandated workers' compensation insurance for Locally Employed (LE) Staff in the Australian Capital Territory (ACT), as governed by the Australian Workers Compensation Act
1951. Premiums should be calculated by insurers based on a combination of factors, including the employer's industry classification, total payroll, and historical claims data on the total wage estimate, with the requested information not being factored into the calculation. Please refer to Pricing Grid for wage estimate and Attachment A for the claim’s history.
