About this file

This Standard Form 30 (SF-30) Amendment modifies Solicitation 19AS2025Q0021 for a Public Diplomacy Training contract with the US Embassy Canberra. The amendment removes "Attachment 1 - Description/Specifications/Performance Work Statement, Government Furnished Property" from the Table of Contents and provides four key Questions and Answers. Notable Q&A responses include: 1) Confirmation that key personnel must be full-time, 2) No recording of the bidder's conference will be shared, 3) Clarification on Australian Goods and Services Tax (GST) handling for U.S.-based companies, and 4) Confirmation that no additional attachments are required beyond the existing Performance Work Statement on pages 2-7 of the solicitation.

The underlying contract requires the contractor to deliver twelve virtual workshops focused on public diplomacy skills for staff across Pacific region diplomatic missions, with each 2-hour session targeting specific topics like digital storytelling, audience analysis, AI applications, and media influence research. Workshops will be conducted monthly for 12 months, accommodating up to 30 participants per session, with the goal of enhancing public diplomacy capabilities for local and U.S. diplomatic personnel in small island countries.

Questions and Responses:

1. Question: Will the State Department reconsider the requirement that key personnel must be full time. The faculty, researcher or staff member of the entity removing the requirement for key personnel to be full time.

Response: This is a mandatory requirement of the solicitation and will not be removed. All key personnel must be committed on a full-time basis to ensure consistent availability and performance in support of the project’s objectives.

2. Question: Would you please share the recording of the bidder’s conference to the three email addresses in the From and Cc lines?

Response: All questions and answers discussed during the pre-conference are addressed in this SF- 30 Amendment for your reference, and no additional material was shared during the conference.

We are committed to ensuring transparency and fairness in our procurement process

3. Question: Section 1.III states that the Australian Goods and Services Tax (GST) is not included in the CLIN rates and instead will be priced as a separate Line Item in the contract and on Invoices. Further, the table included in Section 1.III includes GST as a separate element, outside of the total price of workshops. Considering these factors, our understanding is that offerors should not include GST within the unit prices and amounts listed on SF 1449, but that GST should be included when completing the table within Section 1.III. Can the Department of State please confirm this understanding is correct?

Response: GST is an Australian tax requirement. Therefore, U.S.-based companies or entities not registered for GST in Australia are not required to charge or include GST. In such cases, the GST line item may be marked as "Not Applicable" or "$0.00" in the Section 1.III table.

4. Question: We are working diligently to meet the deadline for this proposal. Can you specify what “Attachment 1 - Description/Specifications/Performance Work Statement, Government Furnished Property” will require? Is there a word, character or page limit? Any recommendations on what should be covered in this section besides a description of work?

Any limitations on charts or images? Any formatting requirements? Any other guidance?

Response: There are no attachments included in the RFQ. All work is listed in the Performance Work Statement (PWS) on pages 2-7 of the solicitation. The Table of Contents will be amended, and “Attachment 1 - Description/Specifications/Performance Work Statement, Government Furnished Property” will be removed. For instructions to offerors, please refer to Section 3 - Solicitation Provisions. The clause 52.212-1 Instructions to Offerors -- Commercial Products and Commercial Services (SEP 2023) is incorporated by reference (see SF-1449, Block 27A).
