8. TRANSITION PLAN - Within 10 days after contract award, the Contractor shall develop a plan for preparing the new Contractor to assume all responsibilities for gardening services. The plan shall establish the projected period for completion of all clearances of contractor personnel, and the projected start date for performance of all services required under this contract. The plan shall assign priority to the selection of all supervisors to be used under the contract. Under the plan if the Contractor’s certified horticulturist's inspection results in recommendations for remedial actions, the Embassy shall be responsible to implement the actions required before the handover to the Contractor. After the transition plan period concludes the Contractor will assume full responsibility for the replacement of any trees currently on the compound and in locations 1 and 2 listed in the solicitation. Furthermore, the contractor shall inspect the irrigation system installed on the Chancery compound and in a written report identify any errors, problems, or faults, which will be remedied by the Government. The irrigation system will be tested by the Government, in conjunction with the Contractor, to ensure that it is fully operational. The Contractor will be responsible for the ongoing repair and maintenance of the irrigation system once the handover has taken place.
