RFP 19AL6026R0001 Summary
This is a Request for Proposals (RFP) issued by the U.S. Embassy in Tirana, Albania, for health and life insurance coverage for locally employed staff. The solicitation seeks fixed-price proposals for comprehensive health insurance and group life insurance plans covering an estimated 234 employees across three coverage categories (self-only, self plus one, and family plans) plus dependents. Health insurance must include minimum coverage for hospitalization (100%), emergency services (100%), outpatient services (80%), prescription drugs (80%), dental care (80% with annual caps), optical care (80% with caps), mental health services (50%), and catastrophic coverage (3,652,000 ALL annually per individual). Life insurance must provide 24 times monthly basic salary for natural death and 30 times for accidental death, with specific exclusions for war-related incidents and certain high-risk activities. The contract includes a base year beginning August 1, 2026, with four one-year options and a potential six-month extension option, creating a maximum five-year performance period.
Proposals are due June 8, 2026, at 4:30 p.m. local time with submissions required in English via PDF format (maximum 70MB) to TiranaHealthIS@state.gov. A mandatory pre-proposal conference is scheduled for May 20, 2026, at 10:00 a.m. at the Embassy compound. Offerors must be registered in the System for Award Management (SAM) prior to submission and must complete SF-33, Section B pricing schedules with retention amounts for economic price adjustments, IRS Form W-14, Section K representations and certifications, and provide proof of insurance licensing/authorization by the Albanian government or equivalent. Technical proposals must demonstrate health insurance benefit compliance, management approach and capacity, relevant experience with similar populations, and current financial viability. Award will be made to the lowest-priced, technically acceptable, responsible offeror. The Government will pay 90 percent of health insurance premiums with employees contributing 10 percent; life insurance is employer-paid at 100 percent. Pricing is submitted in ALL (Albanian Lek), with economic price adjustments permitted after 12 months based on claims experience or host country law changes affecting direct service labor costs. Riders for Official Residence Expense staff, American Employee Recreation Association employees, and Peace Corps personnel are available at separate rates, with their respective employers responsible for premium payments.

This information shall be provided per type of premium, i.e. per line item. The retention amount is not subject to adjustment. The Government reserves the right to have an independent third party review the balance sheet and claims and make recommendations regarding the appropriateness of the requested adjustment. Any adjustment shall be subject to mutual agreement of the parties and shall result in a written modification to the contract. Mutually agreed to adjustments shall be effective thirty days after complete information is received by the Government. Any failure to reach agreement under this clause shall be subject to the procedures in the Disputes clause.
B.4.2. Premium Adjustment Based on Laws - The rates may also be adjusted during the performance period of the contract as a result of laws enacted by the host Government, if such change in the laws has a direct impact on the cost to the Contractor to perform this contract at the contracted rate. In that event, the Contracting Officer may enter into negotiations with the Contractor to modify the contract to adjust the premium rate. The Contractor agrees to provide all documentation necessary to support any requested adjustment.
B.4.2.1 Employee Pool – This clause is only in effect if the Contractor included details in its offer regarding a pooling arrangement, of which this contract is a part.
