1. Description of Requirement:
Mission Albania’s Public Diplomacy Section seeks to commission a nationally representative survey of adults in Albania on attitudes about domestic and international affairs. The goal of the research is to inform strategic planning and public diplomacy engagements and communications. This task order is for data collection services.
Scope of work The scope of work includes drafting the questionnaire (QN) for approval by the U.S. Embassy Tirana’s representative. The contractor is responsible for developing the sampling design and methodology, programming the electronic data entry/collection form (for CAPI/CATI platforms), providing interviewers and field supervisors, and designing a detailed survey methodology document.
The contractor will be responsible for implementing face-to-face, nationally representative interviews using Computer-Assisted Personal Interviewing (CAPI), implementing a complementary Computer-Assisted Telephone Interviewing (CATI) component, conducting four (4) Focus Group Discussions, and maintaining ongoing quality control and monitoring throughout fieldwork, including back-checks, spot checks, and data validation procedures.
The contractor will be responsible for data cleaning, coding, and processing; constructing a finalized, weighted statistical database; and preparing cross-tabulations as required.
At the conclusion of the data collection, the contractor will provide statistical analysis of quantitative and qualitative findings, preparing a comprehensive analytical report—including key findings, data visualizations, and an executive summary—and presenting findings to the U.S. Embassy.

Itemized cost breakdown by deliverable/task coming to a Grand Total.
3. Evaluation Criteria
Price will be evaluated for fairness and reasonableness and weighed against the non-price factors as part of the tradeoff analysis, rather than being the sole determinant of award. The Government will evaluate the total proposed price for all phases and deliverables (preparatory phase, fieldwork, database preparation, and analysis/reporting), assessing the total cost to the Government rather than any single phase in isolation, and will consider whether the proposed price is supported by a clear, well-explained, and logical basis of estimate. Consistent with the tradeoff approach, the Government reserves the right to award to other than the lowest-priced offeror when the additional cost is justified by the relative technical merit and reduced performance risk of the higher-rated proposal, and price will not be assigned an adjectival or numerical rating.
Under the tradeoff approach, the difference in price is weighed against the relative risks and benefits assessed in non-price factors such as quality, experience, and past performance, which allows the determination of whether a higher-priced, technically superior proposal represents the best value.
Factor
· Technical Approach & Methodology
· Personnel/Team & Subcontractor Qualifications
· Past Performance (comparable Albania/regional surveys)
· Price
