About this file
This amendment to a state and local contract opportunity involves the City of Philadelphia Department of Aviation for Terminal D Hold Room Improvements at Philadelphia International Airport (PHL-1991.24, .25 & .26). The project encompasses upgrades to existing interior finishes, lighting, and furnishings to enhance passenger experience, including repainting surfaces, installing new LED lighting, replacing floor tiles and ceiling systems, restoring terrazzo, replacing carpet, upgrading electrical systems, installing new furnishings, and modifying fire suppression and HVAC distribution systems. The project is solicited through three separate lump sum bids for General (Bid 6714), Electrical (Bid 6715), and Mechanical (Bid 6716) work. A mandatory pre-bid meeting was held on June 23, 2026 at 1:30 PM at the Department of Aviation in Philadelphia. The deadline for financial questionnaires and bidder questions was July 2, 2026 at 5:00 PM, with bid opening scheduled for July 21, 2026 at 10:30 AM via Zoom. Site visit requests can be coordinated through Meghan Izad at Meghan.Izad@phl.org. The project duration is 300 consecutive calendar days from Notice to Proceed to substantial completion, with restricted work hours generally from 10:00 PM to 6:00 AM. Bids are valid for 120 calendar days after bid opening.
Amendment No. 1, dated July 1, 2026, revises Special Provisions Section C, Clause 1.6 regarding Construction Procedure and Schedule requirements, establishing detailed protocols for project master schedule development, monthly updates, and contractor coordination using Primavera P6 scheduling software. The project is federally funded, and no Labor Business Enterprise (LBE) preference or Project Labor Agreement applies. Bid bonds of 10 percent of the gross bid amount are required, along with a bid processing fee detailed in the Standard Contract Requirements. City wage rates (dated May 26, 2026) and federal wage rates (dated January 2, 2026) apply, with certified payrolls required on a weekly basis following Notice to Proceed. The DBE goal is 0 percent, and contractors must report payments to all subcontractors at all tier levels. All permits, licenses, insurance, training, security badges, and fees are the contractor's responsibility and must be included in the bid cost with no separate line items.

END OF AMENDMENT NO. 1
JULY 1, 2026 – AMENDMENT NO. 1 1
C-1.6 CONSTRUCTION PROCEDURE AND SCHEDULE
A. Based on sequencing, phasing and durations provided by each Prime Contractor for its contract work, a Project Master Schedule will be prepared in an importable Primavera P6 file format, or approved equal, by the Engineer. The Project Master Schedule will be the basis for measuring progress of work and performance of each Prime Contractor and upon acceptance by the Engineer, Owner and each Prime Contractor; it will be the schedule of record. Each Prime Contractor will be required to sign-off on their approval and acceptance of the Project Master Schedule within thirty (30) days after the Pre-construction conference. All Prime Contractors expressly acknowledge that they have the duty to cooperate fully in the development of the coordinated Project Master Schedule. If a contractor fails to cooperate in the development and acceptance of the Project Master Schedule, the Owner/Engineer may withhold payment. All costs incurred by each Prime Contractor in preparing and updating the Schedules are included in the Work of their Contract.
B. Preliminary Schedule Requirements:
1. Within seven (7) calendar days after the Pre-construction Conference, each Prime Contractor shall prepare a detailed bar chart schedule of its work including procurement for the first ninety (90) days of the contract.
This schedule will be used by the Engineer to monitor daily progress until the Project Master Schedule is developed.
2. Each Prime Contractor shall designate a competent representative, for acceptance by the Engineer, to serve as its “Construction Coordinator” for the duration of the contract. This individual should serve in the capacity of project manager or superintendent and have decision-making authority for the Contractor to control the work in accordance with the schedule and have experience relating to the use of CPM in scheduling and management of construction projects.
C. Project Master Schedule
1. Within 15 calendar days after the Pre-construction conference, the Engineer will conduct a schedule development meeting for the purpose of obtaining schedule information from each of the Prime Contractors.
At this meeting, each Prime Contractor is required to provide a schedule of its work activities or tasks including durations in working days, dependencies between its activities and those of the other prime contractors, and manpower assigned to each activity. Activities shall include submittal and review of shop drawings and material samples, fabrication, delivery, testing and training. Within seven (7) calendar days of this schedule development meeting, the Engineer will issue a fully coordinated Project Master Schedule, in CPM scheduling format. This schedule will be distributed to all Prime Contractors for review and comment. Additional schedule development meetings will be held, as required, and a mutually agreeable schedule in place within thirty (30)

calendar days after the Pre-construction conference. All Prime Contractors will be required to indicate their approval of the Project Master Schedule in writing. If any Prime Contractor fails to sign off on the schedule, the Engineer may withhold payment.
2. Following acceptance of the Project Master Schedule, each Prime Contractor will be issued two (2) copies of the schedule for its use. Each Prime Contractor shall maintain his schedule as specified in the subsequent paragraphs below.
3. No Prime Contractor shall assert any claim whatsoever for any delay or additional cost incurred in connection with the development of the Project Master Schedule and monthly updates.
4. It is fully understood that “float” is a shared commodity, not for exclusive use or benefit of any one party. The Engineer will have final determination on the use of float.
5. At a minimum the coordinated Project Master Schedule shall meet the following requirements:
a. It must be sufficiently detailed to identify all significant activities in a format and at a level of detail that is acceptable to the Engineer.
Activities shall have a maximum duration of fifteen (15) working days, except for non-construction related activities such as procurement and delivery of materials and equipment, or unless otherwise approved by the Engineer.
b. Activities shall include submittal and review of shop drawings and material samples, fabrication, delivery, testing and training.
c. It shall clearly identify all contractual milestones. The construction duration for any milestone or the entire project shall not exceed the specified contract times.
d. Software used should be the latest version of Primavera scheduling software, or approved equal.
e. The schedule shall be resource loaded and include an estimate of crew size, equipment, production rates and similar data used to arrive at adequate durations and sequences.
f. Activities shall be, at a minimum, area, responsibility and phase coded.
g. It must be fully coordinated with all Prime Contractors.
h. It must contain any necessary constraints dealing with the operations of the Airport.
i. Logic diagrams and bar charts shall be prepared on sheets sized appropriately for the data being displayed.
JULY 1, 2026 – AMENDMENT NO. 1 3
j. Each activity on the schedule shall be identified with a description and a time for performance of the activity and shall be preceded by all work that must be accomplished prior to that activity.
k. All abbreviations, codes and/or symbols used on the schedule shall be explained under a legend and notes on all schedules, or on a separate sheet accompanying all schedules.
l. For the initial submittal and each update, the Engineer will issue one
(1) electronic file of the schedule in the selected software format and an electronic file in PDF format of the following:
1) Tabular schedule report sorted by Activity ID
2) Tabular schedule report sorted by Total Float/Early Start
3) Tabular schedule report sorted by Responsibility/Early Start
4) Detailed Bar Chart sorted by Activity Code showing early and late dates.
5) Narrative discussing progress to date, anticipated progress for the upcoming update periods and potential problem areas. The narrative should include a list of all contract milestones showing planned and currently scheduled dates.
D. Monthly Updates:
1. The processing of monthly updates will be a joint effort between the Prime Contractors. The Engineer will conduct a meeting with representatives of each Prime Contractor in attendance to update the schedule at monthly intervals. Each Prime Contractor shall provide information that will enable the Project Master Schedule to be updated.
Specifically:
a. The Engineer will issue each Prime Contractor a tabular update status report indicating each contractor’s work activities with start and finish dates. Each Prime Contractor will be required to complete and return this report to the Engineer seven (7) calendar days prior to the schedule update meeting for review and processing. The Engineer shall bring a draft, updated schedule to the schedule update meeting as mutually agreed upon for review by all in attendance. Following agreement on the update, the Engineer will prepare and formally issue the update within five (5) calendar days of the update meeting in accordance with the requirements above.
b. If a Prime Contractor’s work is behind the scheduled dates or work is not progressing toward these dates, the Engineer may require the contractor to take immediate and appropriate action to make up lost time.
c. Should a Prime Contractor have revisions to the schedule, these revisions should be requested in writing seven (7) calendar days prior
4 AMENDMENT NO. 1 – JULY 1, 2026
to the update meeting. The reason for the request, the actual change in logic or duration, and the new logic or duration should be included with the request.
d. If the latest completion time for any activity does not fall within milestone or completion dates, including all extensions of time, the sequence and the time of activities shall be revised by the Contractors through concurrent operations, increase of shifts, manpower, or other means until the schedule produced indicates that all critical dates will be met.
e. If one or more other Prime Contractors disagree on the reasonableness of the Project Schedule, the use of resources adequate to meet the Project Schedule, the sequence of construction, or other coordination issues, such dispute shall be submitted to the Engineer for review and final determination by the Project Manager.
The final decision of the Project Manager shall be accepted by all Prime Contractors.
f. When changes are authorized by the Owner that result in Contract Time extensions, the affected Prime Contractor shall submit a modified hand-drawn fragnet for acceptance by the Engineer indicating how their work is affected.
1) As determined by CPM analysis, only delays in activities which affect critical path dates or Contract completion dates will be considered for a time extension.
2) In no event will the granting of an extension of time to one Prime Contractor entitle any other Prime Contractor to an extension of time.
3) If a Prime Contractor requests a time extension of any milestone date or Contract completion date, the Contractor shall provide a Time Impact Analysis and documentation as required by the Engineer to allow the Project Manager to determine whether a time extension is appropriate under the terms of the Contract. The contract completion date will be adjusted only for causes specified in the Contract Documents.
E. Each Prime Contractor shall prosecute its Work to maintain its progress in accordance with the Progress Schedule, so that no delays are caused to other Contractors engaged in the Work. Should any Contractor fail to maintain progress according to the Schedule or cause delay to another Contractor, it shall furnish such additional manpower, equipment, additional shifts or overtime, or other measures that are necessary or that are directed by the Engineer to bring its operations up to schedule without any additional expenses to the Owner. Disputes between the Contractors regarding adherence to the Schedule and the furnishing of additional resources both relate to means and methods of construction and are to be resolved in accordance with the Contract Documents.
JULY 1, 2026 – AMENDMENT NO. 1 5
F. Each Prime Contractor shall furnish necessary data to the Engineer, such as sequence of work, manpower allocations, schedules of shop submissions, and approvals and material purchases and all other pertinent data related to delivery of materials, as well as any other data affecting or related to the construction schedule.
G. Each Prime Contractor shall adhere to the construction schedule in the performance of his work and shall cooperate with the Engineer in the daily monitoring of the schedule.
H. Schedule, as used herein, refers to all diagrams, graphs, verbal supporting data, computations, data processing equipment tabulations, or combinations thereof which may be necessary to adequately convey all necessary schedule information.
I. Each Prime Contractor shall not schedule, allow, or direct materials or products to be installed prematurely when it is obvious that such materials may be damaged by his own subsequent work or that of another Contractor. When recognized construction procedures or design requirements prescribe that materials be installed before execution of other work which may damage or deface such completed work, the Prime Contractor shall then take such steps as are necessary to protect such completed work.
J. Each Prime Contractor shall provide a two (2) week “look ahead” schedule, every week to the Engineer. Each two-week look ahead will identify work from the past week of construction, current week of construction and the following week of construction. Each task on the two-week look ahead needs to be identified by the Activity ID from the Project Master Schedule.
K. It is possible that on certain days or portions of days, due to air traffic conditions, construction will not be permitted in certain areas. The Contractor shall, upon instructions from the Engineer, immediately stop or relocate his operations. No additional payment will be made for these interruptions in the work. Additional extension of work time may be granted as deemed necessary by the Project Manager.
L. Certain demolition or construction operations as defined on the contract documents will not be permitted during normal working hours. It is possible that other operations or portions of the work performed during normal hours may be determined by the Engineer to be detrimental to the normal airport operations. The Contractor shall, upon instructions from the Engineer, immediately stop such operation or work and complete the operation during night time and/or weekend work hours approved by the Engineer. No additional payment or extension of time will be granted for these interruptions or rescheduling of the work.
M. It is possible that on certain days or portions of days all work may be stopped and all personnel removed from work areas, as directed by federal authorities, due to visits from domestic and/or foreign dignitaries. Visits
6 AMENDMENT NO. 1 – JULY 1, 2026
occur an average of six times a year but may vary due to current events etc. The Contractor shall, upon instructions from the Engineer or Law enforcement personnel, immediately stop or relocate his operations. No additional payment will be made for these interruptions in the work.
Additional extension of work time may be granted as deemed necessary by the Project Manager.
