- SCOPE OF WORK –
AQUATIC TRAINING FACILITY REHAB
AT
U.S.C.G. BASE DETACHMENT BORINQUEN, PR
MARCH 2020
PART 1 - GENERAL
1.1 BACKGROUND: The Aquatic Training Facility at Base Detachment Borinquen is in need of a major repair to the liner in walls and bottom, due to deterioration and lack of proper preventive maintenance. Current cementitious liner is delaminating separating from walls and bottom foundation. Several attempts to perform repairs have taken place without any major success.
The facility is used as a training platform to air crew and swimmers. Further deterioration will create a safety issue and trainings will be impacted, affecting the mission readiness and effectiveness of the organization.
1.2 SCOPE: Provide all labor, material, tools, equipment and supervision to repair walls and floor of Aquatic Training Facility in the U.S. Coast Guard Base Detachment Borinquen in Aguadilla, P.R.
The work includes, but is not limited to the following:
A. Remove all delaminated, loose and cracked cementitious liner material from walls and floor. Preserve decorative tile.
B. Repair all cracks and holes to even all areas and prepare surface to receive new liner.
C. Install new epoxy liner material to seal and waterproof all surfaces on walls and bottom. Install preserved decorative tile.
D. Repair light socket and reinstall lights
Period of performance is 30 working days from award.
Perform all work in accordance with the specifications herein.
1.3 INSPECTION PRIOR TO BID: Prospective bidders are encouraged to visit the site to familiarize themselves with the existing conditions. The site visit will be predetermined by the Contracting Officer and will be displayed on the Bid Requests. All site visit arrangements should be made by contacting Christiane Ramos at (787) 890-8465 or Christiane.Ramos@uscg.mil at least three days prior to the site visit date. Prospective bidders must have a copy of this SOW to gain access to the Housing areas.
1.4 SUBMITALL OF QUOTES: Quotes with a detailed and complete breakdown of all labor, equipment and material (separately) shall be submitted by person or e-mail.
1.5 HOURS OF OPERATION: The services under this contract shall be performed during the normal duty hours indicated as, 7:00 AM to 4:00 PM, Mondays through Fridays (excluding federal holidays), except as otherwise authorized by the Contracting Officer.
1.6 AVAILABILITY OF UTILITY SERVICES: Reasonable amounts of electricity and potable water will be available to the Contractor without cost. The Contractor shall pay all costs incurred in connecting, converting, and transferring the utilities to the work. The Contractor shall be responsible for making connections. Temporary toilet facilities shall be provided and maintained by the Contractor for his personnel.
1.7 CONTRACTOR SAFETY, SECURITY AND USE OF PREMISES: The Contractor will be working on a Coast Guard military installation and must be familiar with and obey established fire, safety, environmental and security regulations.
1.7.1 Security Passes: Contractor personnel shall obtain security passes from the Security Office prior to beginning work and must carry this ID at all times while working on this project. Each employee must show a valid driver’s license, birth certificate or company ID card to be issued a security pass. The Security Office, Building 146 Wing Road, is open to contractors for ID issuance Monday thru Thursday, 0800 – 1200. Personnel shall not stray from the immediate area of work or direct avenues of ingress and egress unless authorized in advance by the Contracting Officer's Representative (COR).
1.7.2 Safety Practices: The Contractor shall ensure that the work area is clearly marked at all times and take necessary precautions to ensure safety hazards are minimized and mitigated. Perform and conduct the work to minimize obstruction to the paved driveways and parking and walkway area, and other interference with Coast Guard operations. Contractor must follow the latest OSHA regulations on this project. The contractor shall prepare a Job Safety Analysis (JSA) and turn in to COR. The contractor shall certify that all contracted personnel is qualified and trained in Safe Work Practices, Personal Protective Equipment (PPE) and Hazard Communication (HazCom and SDS). In the event of an accident, report immediately to COR and prepare an incident report.
1.7.3 Hazardous Materials: The Contractor shall provide the Government with a list of all hazardous materials to be used in the performance of this project and ensure Safety Data Sheets (SDS) are available at the work site for all hazardous materials used. The Contractor shall provide and have at hand spill kit materials and containers to collect any spillage. Immediately contain and clean up the release or spill of any hazardous material and report the incident to the Environmental Protection Specialist, Mr. William González Hernandez at William.GonzalezHernandez@uscg.mil. The contractor shall not use any toxic substances materials as Asbestos, PCB, Lead, or prohibited refrigerants.
1.7.4 Equipment, Tools and Vehicles: The contractor shall inspect on a daily basis and ensure that all equipment, tools and vehicles:
· Do not have leaks and/or deteriorated hydraulic hoses.
· All electrical cords and electrical extensions need to be in good conditions.
· Ladders need to be in good conditions.
1.7.5 Protection of Property: The Contractor shall protect the existing surrounding equipment, personal belongings and property during the course of this work. Any damage caused by the Contractor shall be corrected at Contractor’s expense. The Contractor will be responsible for repair of any damage incurred to turf, landscaping, buildings, utilities or pavement as a result of his work at no additional cost to the government.
1.8 STAGING AREA: The Contractor will be provided a staging area at a location to be determined by the COR so that interference with Coast Guard operations will be avoided. Contractor shall be responsible for protecting all stored materials (existing and new) from adverse weather, theft and damage.
1.9 CLEANUP: The Contractor shall keep the work areas, including storage areas, free from accumulations of waste materials on a daily basis and comply with all federal, state and local regulations pertaining to the storage, transport and disposal of wastes. Contractor shall not use Coast Guard waste disposal facilities including garbage cans, trash piles or dumpsters.
1.10 RECEIPT OF MATERIALS: Shipments of equipment, materials, and supplies shall be addressed to the Contractor - not the Government. The Contractor must be on hand to accept shipments; the Government will not accept shipments.
1.11 DELIVERY, HANDLING AND STORAGE: Equipment and materials shall be carefully handled, properly stored, and adequately protected to prevent damage before and during installation, in accordance with the manufacturer's recommendations and as approved by the COR. Deliver materials in manufacturer’s original unopened containers with manufacturer’s labels intact and legible, bearing the following minimum information: Name of manufacturer, Contents, Expiration Date, and Safety Information. Damaged or defective items shall be replaced. Protect materials against moisture absorption. Store materials in a dry and ventilated area. Follow all manufacturer instructions for proper storage, including protection from direct sunlight.
1.12 WARRANTIES: All warranties and/or guarantees, either implied or expressed shall be endorsed to the Government. Work will be warranted for one years with parts and labor. Contractor must submit a warranty letter at the end of the project.
1.13 SUBMITTALS: Submittals shall be the manufacturer’s descriptive literature of catalog products, equipment drawings, diagrams, performance characteristic curves and catalog cuts as applicable and called for each material used for this SOW. The Contractor shall submit the following prior to start of work:
a) Job Safety Analysis
b) Certifications of all Personnel Qualifications
c) Safety Data Sheets for all hazardous material used, solvents and/or primer
d) Product Data
1) Sealer/Waterproofing material
2) Electrical components (if necessary)
3) Manufacturer’s Instructions
a. Application Instructions
b. Manufacturer’s material safety data sheets
4) Paint Colors for touch up (if necessary)
5) For each type of coating or other product furnished, submit data from the manufacturer’s laboratory indicating that the product conforms to requirements of the referenced specifications.
6) Environmental Conditions for Applying Paint and Sealant
e) Written Manufacturer’s Warranty
1.14 COORDINATION: Prior to starting work, the Contractor shall coordinate with the COR a minimum of seven (7) days in advance to access the working areas. Coordination and execution of this work shall be the responsibility of the Contractor.
1.15 QUALITY CONTROL:
1.15.1 Quality monitor: The Contractor shall appoint a quality control monitor that shall ensure all work is performed in accordance with this SOW and manufacturer’s requirements. In the event these specifications contradict or are not congruent with the manufacturer’s requirements, the most stringent requirements shall govern.
1.15.2 Codes and Standards: The Contractor shall make him or herself thoroughly familiar with all codes, regulations and standards governing the specified work. Any contradiction between the manufacturer’s requirements and these specifications shall be brought to the attention of the Contracting Officer immediately.
1.16 WEATHER CONDITIONS:
1.16.1 Work outside shall be performed only during appropriate weather conditions.
PART 2 – PRODUCTS

PART 3 - EXECUTION
3.1 MEETING
Not less than 5 days prior to the start of the work, the Contractor shall schedule a meeting. This meeting shall include the Contracting Officer, government inspector (COR), environmental technician and housing officer representative. Items that the Contractor shall be prepared to discuss are:
Submittals Schedule of the work Material storage areas Safety Plan (must be approved prior to start work) Inspection methods (Quality Control Inspector) Emergency contacts (phone numbers)
3.2 EXECUTION
3.2.1 Contractor shall make all necessary arrangement, prior to start of work, with at least two weeks in advanced for the closure of the facility and disposal of the water.
3.2.2 Contractor shall remove and preserve all decorative tiles set in the existing pool liner, or provide new similar decorative features in the new liner.
3.2.3 Contractor shall remove all delaminated, loose and cracked material from walls and floor. Then, repair cracks and fill holes to get even surfaces for new pool liner. Contractor shall prepare and clean all surfaces to receive new material in accordance with manufacture’s instruction in order to receive new epoxy material achieving a smooth, even coating.
3.2.4 Install new government approved material to all pool floor and wall surfaces.
3.2.5 Install preserved decorative tiles or provide new decorative tiles to match existing in style and quantity. Submit to COR for approval.
3.2.6 Contractor shall repair existing light sockets and reinstall lights.
3.2.7 The contractor is responsible for all cleaning activities at the completion of work to restore all spaces to their pre-work conditions.
3.2.8 The Contractor shall take precaution to contain debris and materials. Contractor shall not use Government owned dumpsters.
3.2.9 Contractor shall remove any demolished and/or surplus material that is not required or is unsatisfactory shall be removed from Government property and disposed of in accordance with all local, State, and Federal laws. Contractor shall provide evidence that all waste generated was properly disposed in a State Permitted licensed facility.
3.2.10 When the work is complete and ready for final inspection, contact the COR. Payment will not be made until after the Government approves the work and all required documentation is submitted.
