About this file
This document contains a justification and approval for other than full and open competition for an Army research contract. The Army's International Technology Center Pacific is seeking basic research proposals for developing graphene hybrids to enable photoconductive and bolometric detection of light at the extremely low light levels, including single photon detection. The objectives are to demonstrate and characterize such low-level light sensing capabilities. The estimated value of the contract is $XXX,000 over three years of research funding. Market research confirmed the proposed contractor, the Indian Institute of Science, as the only source able to establish this novel research capability due to its unique qualifications and scientific leadership in this specialized field. The contracting officer determined the anticipated $XXX,564.67 cost to be fair and reasonable. The contract was awarded sole source on June 16, 2020 under statutory authority permitting other than full and open competition when necessary to establish an essential research capability.

I. Agency and Contracting Activity.
U.S. Army International Technology Center Pacific (ITC-PAC) is the requiring activity. 374th CONS/PKSA is the contracting activity.
II. Nature and/or description of the action being approved.
New/Modification Action: New Contract Type: Firm-fixed price contract
III. Description of supplies/services required to meet agency needs (including the estimated value).
This requirement is for basic research in extreme low-level light sensing and detection (single photon detection in Graphene hybrids). The objectives of this research are to demonstrate extreme low level-light sensing using proposed methods, and precisely measure and characterize what is sensed.
Total Estimated Value: $ Anticipated Duration: 3 years Type of Funding: Army R&D
The proposed contractor is:
IV. Statutory authority permitting other than full and open competition.
10 U.S.C.2304(c)(3) as implemented by FAR 6.302-3(a)(2)(ii), "Industrial mobilization; engineering, developmental, or research capability; or expert services."
V. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above (applicability of authority).
Use of this authority may be appropriate when it is necessary to establish an essential capability for theoretical analyses, exploratory studies, or experiments in any field of science or technology. The objectives of this research, if achieved, would literally be revolutionary. The experimentation methodology is also novel to this area of study. The focus of this study aligns to essential combat capabilities for next-gen war fighting technologies. The success of this research would establish the technological capability necessary for the development of next-gen combat capabilities in enhanced sensing and threat detection. Specifically, upgrading the digital low light helmet mounted program away from analog image intensifiers and enhancing threat detection from moving platforms (ground and air). This is a scarcely populated scope of research and the PI for this effort is a leading research scientist in this field. The proposed research entity possesses the unique qualifications to establish essential capabilities in the field of study and could pave the way to an expansion of the capability gap between the US and its near peer competitors.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under
FAR 5.202 applies.
The following market research efforts were conducted to obtain competition (none were successful):
- Subject Matter Expert (SME) interaction: Contact was made with Army C5ISR Center (Army's information technologies and integrated systems center) to assess the novelty of this research and it was confirmed that the expertise and knowledge of the proposed contractor was uniquely suited for this project.
March 2020 FOR OFFICIAL USE ONLY Page 3 of 4March 2020 FOR OFFICIAL USE ONLY Page 3 of 4
- Academic Publication Database research: A DoD developed Bibliometric Analysis Tool informed by Web of Science data was utilized to identify entities engaged in research in this topic area. The PI was the only source that expressed interest in hosting technology research in this field.
This requirement meets the synopsis exception as laid out by FAR 5.202(a)(10), the proposed contract action is made under conditions describe in FAR 6.302-3
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The basis of the determination of fair and reasonableness will be accomplished through cost analysis to determine how well the proposed costs represent what the cost of the contract should be. An analysis of reasonableness of the following cost elements will be the primary factors used to assess fair and reasonableness:
- comparison of labor unit costs to industry salaries (reviewed by contracting activity)
- assessment of the reasonableness of the proposed level of effort across labor categories (reviewed by requiring activity)
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market Research was conducted. See section VI.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
none.
X. List of any sources that expressed, in writing, an interest in the acquisition.
none.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
Not applicable, this requirement is a singular effort.
XII. Certification by the Contracting Officer.
As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief.
XIII. Certification by the technical/requirements personnel.
As evidenced by my (our) signature(s) above, I (we) certify that any supporting data contained herein, which is my (our) responsibility, is both accurate and complete.
