LABOR CATEGORIES
Program Manager/Senior Manager
• Direct the necessary work and services toward fulfillment of the contractual requirements.
• Manage effective business partnership with CO, and DIR staff.
• Manage the workload and progress of all objective review committees (ORC)s.
• Develop cost estimates and reports for each ORC.
• Utilize sound methodologies that ensure effectiveness and efficiency in the ORC process.
• Respond to inquiries in a timely, appropriate, and thoughtful manner.
• Comply with all applicable federal regulations and statues and ensures all program and project staff are in compliance as well.
• Ensure all assigned program and project staff have timely deliverables.
• Ensure that all primary and ancillary (SSOs) staff are trained to effectively and appropriately conduct ORCs.
• Mitigate issues appropriately and makes thoughtful recommendations for improvement.
Qualifications: Graduate degree preferred. Bachelor’s degree at minimum. Must have at least 10-years of experience in business consulting, business management, or project management.
Project Assistant
• Support the necessary work and services toward fulfillment of the contractual requirements.
• Work effectively with program/senior managers to support all aspects of monitoring and performing work necessary to support the workload and progress of all objective review committees (ORC) s.
Qualifications: Bachelor’s degree preferred. Excellent written and verbal communications skills. Proficient in all Microsoft applications (e.g. word, Excel, etc.)
Summary Statement Operator (SSO)
• Monitor participation of reviewers in the panel in collaboration with the Chair and the
COR;
• Ensure there is a consensus draft summary statement produced during the ORC meeting for each application;

• Ensure that panel discussion is captured when no consensus can be reached on a particular review criterion;
• The final summary statement is the document sent to each applicant after the objective review, and summarizes the strengths and weakness of the application;
• In addition to transcribing skills, the SSO is expected to be fully proficient in using the SSO role in the ARM system, have the most updated software aligning with HRSA’s current requirements and other specific requirements as specified in the TO of the review to which they are assigned;
• The SSO will also capture panel decisions and comments on funding factors, budget totals, and recommendations to fund and other recommendations to HRSA when directed by the Chair. Here, the focus will be on capturing the panel consensus and/or panel dissenting opinions when applicable, not polishing grammar and spelling. Editing shall be done post-review
Qualifications: Graduate degree preferred. Bachelor’s degree at minimum. Must have excellent communication and writing skills. Must be proficient in Microsoft Applications and Adobe Connect, and be tech savvy and willing to learn operations of ARM.
Administrative Assistant
• Support the necessary work and services toward fulfillment of the contractual requirements.
• Work effectively with program/senior managers to support all aspects of monitoring and performing work necessary to support the workload and progress of all objective review committees (ORC)s.
Qualifications: Bachelor’s degree preferred. Excellent written and verbal communications skills. Proficient in all Microsoft applications (e.g. word, Excel, etc)
