RFP 19-236-SOL-00002 Amendment 0001 IHS Internal Medical Quality Assurance Review Questions and Answers

1. On Page 2, Part II. Scope, the solicitation references travel to the Oklahoma Area Office, Billings Area Office, Great Plains Area Office and IHS HQ in Rockville. Given the nature of the work required, we anticipate that additional travel may be necessary to other remote locations such as Browning, Montana and/or Pine Ridge, South Dakota. Do you anticipate this travel to be completed under the $30,000 travel allotment or is there a vehicle to increase this amount as needed?

Answer: Travel Allotment may be increased if determined necessary.

1. On Page 3, Part V. Contract Deliverables, the solicitation references payments of 25% at various time intervals. However, on Page 15, Section G.2 Invoice Submission, the solicitation references monthly invoices. Are monthly invoices requested/required for CLIN 1 under this contract, or are payments made in 25% increments?

Answer: Payment is to be made in accordance with the instruction provided in on Page 3, Part V. Contract Deliverables.

1. On Page 2, Section B.3, Contract Price, CLIN 2, the solicitation references Travel & Lodging not to exceed $30,000. Is this amount payable as part of the 25% increments or will the contractor invoice specific amounts against the $30,000? If the contractor invoices specific amounts up to $30,000, are these costs invoiced monthly?

Answer: Travel costs must be specifically invoiced against the CLIN0002, and may be invoiced monthly.

1. On Page 13, Section F.13 Travel/Temporary Duty, Paragraph 2, the solicitation references "logistics of trainings" and non-federal SME instructors. Is this paragraph applicable for this solicitation as no training is required under this solicitation?

Answer: Referenced training related language has been removed from the RFP Section F.13.

1. On Page 23, Section I.5, Salary Rate Limitation, the solicitation referenced direct salary rates. Is this paragraph applicable for this solicitation based upon the firm fixed price contract with only two CLINs?

Answer: HHSAR 352.231-70 SALARY RATE LIMITATION (DEC 2015) is hereby removed from the RFP terms.
