1.0 PROPOSAL INSTRUCTIONS

1.4 PRICE PROPOSAL

1.4.1 Price proposals will not receive an adjectival rating. Price analysis will be performed to evaluate the price proposals and determine whether proposed prices are fair and reasonable.

2.0 SCOPE OF WORK – FABRICATION OF UNDERWATER CATCHMENT

BASKETS

2.1 The overall size of the basket without the lid including metal ribs/braces is 42" high x 78" long x 48” wide. The lifting points on each corner are 4" wide x 7" long, welded directly to the basket with a hole in the center able to accommodate a 1.5 inch diameter shackle. The thickness of the lifting points should be ½”. The welds must be rated to lift 5,000 lbs. There is a photo of the one of the current baskets. The current requirement is that the entire basket frame be made of 5086 aluminum. The interior lining (4 interior walls and bottom) must be made of T-304 stainless steel perforated sheets with ¼” holes at 5/16” staggered centers pattern. Each of four inside corners of the basket must have 1” 5086 aluminum angle iron bolted or welded on. The bottom edges of the basket must also have 1” 5086 aluminum angle iron bolted along the inside of each of the four sides.

2.2 The very bottom of the basket has bracing (to be welded on outside of the basket) 4" wide all the way around. The bottom of the basket has three 2” wide x 3/16” thick cross braces which run down the long axis. Running down the short axis of the bottom there are five (5) rectangular Aluminum tubes (evenly spaced), each are 2” x 4” and 3/16” thick. The first and last braces marry up to the ends of the basket.

2.3 The vertical braces are 4" wide (4 corners, 1- centered on each end, and 2 evenly spaced on each side) as shown in the photo provided. The vertical support members are: Corners are 3”x 3” & 3/16” thickness; intermediate:

3/16”. The aluminum angle horizontal and cross bracing is 3/16” thickness.

The interior lining is made of T-304 stainless steel perforated sheets with ¼” holes at 5/16” staggered centers pattern. The outside is to be lined with aluminum flattened expanded metal.

2.4 The lid fits over the basket with the lifting points protruding through the holes to accommodate the 1.5” diameter shackles. The overall dimension of the lid is 48" wide x 78" long with the bracing completely around approximately 2-3 inches wide. The lid should have 4- 2” aluminum cross braces gong across (short side) the basket at even intervals. An opening framed into the lid at the front end is 10" Wide x 15" Long (shown in photo). The thickness of the exterior frame is 2”. The lid also has the same interior lining of T-304 SS perforated sheets with ¼” holes at 5/16” staggered center pattern and exterior lining of aluminum flattened expanded metal. This must be flat to the top surface of the basket as to insure no gap larger than ¼”.

2.5 No painting of any kind is required for these baskets. The interior of the baskets should be seamless and cannot have more than a ¼” gap or opening at any given place in the structure. The interior must be able to constructed to withstand a constant 130PSI water pressure hitting all the welds without breaking or pealing up the metal. The bolts must face outside the basket, so the head of the bolt is on the inside in order to eliminate edges from the person shoveling inside the basket.

2.6 The baskets will be lifting wet sand and debris (@128 lbs per cubic foot). The maximum weight of a full basket will be 12,600 pounds. All welds and material needs to be rated for this weight. The lifts are all slow and deliberate no dynamic lifting involved.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)
