RFQ #19-233-SOL-00014
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government contemplates award of Firm Fixed Price contract.
(ii) The requisition number is OS231066. The solicitation is issued as Request for Quote (RFQ)
#19-233-SOL-00014.
(iii) This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89-1.
(iv) The corresponding NAICS code is 511210. This procurement is a full and open competition with no set-asides.

(vi) Description of Requirement: The Department of Health and Human Services (HHS), Office of the Chief Information Officer (OCIO) requires GroupID 8.0 from Imanami. GroupID from Imanami leverages the pervasiveness of Microsoft Active Directory and empowers IT professionals with the tools needed to effectively provision and manage users. Users can be quickly entered into the correct security and distribution groups and are easily managed across multiple systems. The tool is used extensively by ITIO Operations group for administration of the ITIO Active Directory environment.
(vii) The period of performance for the licenses shall be for 11/10/2018 – 9/30/2019. The item in the Pricing Table has undergone a lapse in licensing. The contractor shall ensure that item includes a reinstatement fee bring the item current, covering the period from October 1, 2018 through November 9, 2018, as applicable. Place of Performance: Work will be performed at 12501 Ardennes Avenue (Cube 4-4-B), Attention Moneke Stevens, Rockville, MD 20852.
(viii) The provision at FAR 52.212-1, Instructions to Offerors – Commercial Items (OCT 2015), applies to this acquisition.
(ix) Regarding Applicability of 52.212-2:
A. BASIS FOR AWARD: Evaluation will be based on lowest price technically acceptable (LPTA). The program office (end user) will evaluate the lowest priced Quote to determine if it is technically acceptable. If the lowest priced Quote is technically acceptable, HHS intends to award to that Offeror. If the lowest priced Quote is not technically acceptable, the program office will evaluate the next lowest priced Quote to determine if it is technically acceptable. If the next lowest priced Quote is technically acceptable, DHHS intends to award to that Offeror. This process will continue until a technically acceptable vendor is determined and an award determination can be made.
B. Technically Acceptable Determination Criteria
A technically acceptable Quote:
1.) includes all items and parts listed in this RFQ;
2.) prices the exact items and parts in this RFQ (and does not price alternative items and parts);
3.) fulfills the entire requirement described in this RFQ, and 4.) passes the Section 508 Evaluation.
In order to be evaluated as "Acceptable", the Offeror must complete the HHS 508 Evaluation Template (or include the manufacturer’s VPAT), the Quote must demonstrate compliance with the established EIT accessibility standards.
(x) Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items (JUL 2016), with its offer or acknowledge its listing in the System for Award Management (SAM) website.
(xi) The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items applies to this acquisition.
(xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items, applies to this acquisition. (xv) HHSAR 352.239-73, SECTION 508 ACCESSIBILITY STANDARDS
Electronic and Information Technology Accessibility (December 18, 2015)
A. Pursuant to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998, all electronic and information technology (EIT) supplies and services developed, acquired, or maintained under this contract or order must comply with the “Architectural and Transportation Barriers Compliance Board Electronic and Information Technology (EIT) Accessibility Standards” set forth by the Architectural and Transportation Barriers Compliance Board (also referred to as the “Access Board”) in 36 CFR part 1194. Information about Section 508 is available at http://www.hhs.gov/web/508. B. The Section 508 accessibility standards applicable to this contract or order are identified in the Statement of Work or Specification or Performance Work Statement. The contractor must provide any necessary updates to the submitted HHS Product Assessment Template(s) at the end of each contract or order exceeding the simplified acquisition threshold (see FAR 2.101) when the contract or order duration is one year or less. If it is determined by the Government that EIT supplies and services provided by the Contractor do not conform to the described accessibility standards in the contract, remediation of the supplies or services to the level of conformance specified in the contract will be the responsibility of the Contractor at its own expense.
C. The Section 508 accessibility standards applicable to this contract are:

The contractor in collaboration with the EA PMO shall ensure that 508 compliance is part of the implementation design and that 508 compliance issues are addressed in the design document.
The contractor shall make sure that any configuration, customization and introduction of data or media does not compromise 508 compliance.
(xvi) Brand Name Requirement – Imanami is a tool used in our Production Environment for Active Directory work. This product uniquely allows OCIO to perform multiple tasks in one session. New entries will use correct security, entry into proper distribution groups and these groups are easily managed across multiple systems uniquely with Imanami. Imanami is also used to manage PIV exemptions and VPN access for end users. Without this software significantly more steps are involved to perform similar tasks. No Third-Party Support will be accepted. OCIO may purchase through a reseller but obtain support through Imanami. Vendors bidding must be Authorized Imanami Resellers – this also protects our current and future warranties.
