Justification for Other Than Full and Open Competition (J&A)
This document is a Justification and Authorization (J&A) for the use of noncompetitive contracting procedures under 41 USC §3304(a)(1) for a sole source acquisition. The Department of Homeland Security, Immigration and Customs Enforcement (ICE), Office of Acquisition Management proposes to contract with Edge Operations, LLC on behalf of Homeland Security Investigations (HSI) and the Homeland Security Task Force (HSTF) for SAFEHAVEN analytic support services. The estimated total contract value is $12,212,000.00 for a 12-month base year on a firm-fixed price basis, funded through FY25 multi-year funding via One Big Beautiful Bill (OB3) Reimbursable funds. The solicitation number is 70CMSD26R00000007.
Edge Operations, LLC (5218 Jammes Road, Suite D10, Jacksonville, FL 32210) is identified as the sole source contractor capable of providing integrated analytic capabilities to identify, assess, and disrupt transnational criminal organizations (TCOs) and foreign terrorist organizations (FTOs) through fused multi-source information into actionable, time-sensitive insights. The J&A demonstrates that Edge Operations possesses unique qualifications including specialized capability for tracking and mapping criminal organizations, FedRAMP authorization for secure cloud storage meeting HSTF security standards, and integrated analytic platforms that no other contractor currently offers. Market research conducted February-March 2026 reviewed alternative commercial platforms and determined none could meet the full scope of requirements. The document indicates that three alternatives were considered but identified deficiencies related to open-source data reliance and security risks. The contracting officer determined the anticipated price fair and reasonable through comparison to invoices from similar customers and independent Government estimates. OAQ publicized the requirement on sam.gov on April 8, 2026, as required by subpart 5.2.
