1. Agency and Contracting Activity.
The Department of Homeland Security, U.S. Immigration and Customs Enforcement, Office of Acquisition Management, proposes to contract on behalf of DHS/ICE/HSI Technical Operations/Tactical Communications on a basis of other than full and open competition.
2. Nature and/or description of the item/service being procured and anticipated cost.
(a) Type of action: Firm-Fixed Price Purchase Order
(b) Amount the current J&A is justifying (must be $250,000 or less): $56,510.00
(c) Brief Description: HSI Technical Operations has obtained a J750 3D printer with an upgrade kit to J850 from Stratasys. As an approved manufacturer vendor, TriMech provides authentic Stratasys ink and supplies, which are crucial for maintaining the high-quality output and longevity of the J850 printer. Using genuine supplies is essential to comply with warranty requirements and to ensure optimal printer performance. Their training programs are customized to the specific features and operational nuances of Stratasys printers. This allows for the most relevant and effective training and maximizes the capabilities and operational efficiency of the Stratasys J850 3D printer.

HSI currently possesses a Stratasys (brand) 3D printer that is being repaired by the

manufacturer (OEM) to be operational again. In order to expand capabilities of the 3D printer, HSI requires technical software, training, and supplies from a single source. Market research has determined that only Trimech Solutions has the ability to provide OEM approved software and training, provide additional 3D printing & scanning specialized software with supplementary supplies, and OEM 3D printing supplies (ink).
HSI requires the use of a single vendor to avoid scheduling trainings with multiple vendors and to reduce downtime for the 3D printer that must be operational in the immediate future.
As a result, it is in the Government’s best interest to pursue a single contract for the purpose of restoring the functionality of the 3D printer.
4. The anticipated price will be determined fair and reasonable based on one or more of the price analysis techniques described below in accordance with FAR Part 13.106- 3(a)(2). (Check one and provide short description of action taken.)

Short description of how price was determined fair and reasonable:
Market research of commercial pricelists and price comparison to similar print media and training was conducted. The Contracting Officer reviewed prior acquisition history and compared similar/same requirements to ensure pricing was fair and reasonable.
