Additional Instructions:

• Award shall be made to the offeror providing the best value quote to the Government

• The Government intends that award will be made based on initial quotes, but reserves the right to communicate with offerors, if necessary.

• Factors listed below are in descending order of importance. Past Performance and Technical Approach are significantly more important than Price. The most important non-price factor is Past Performance.

• The government will evaluate the following factors for award purposes:

• PAST PERFORMANCE

The Past Performance factor will assess the quality of the Offerors’s relevant past performance. Any Offeror that is relying on past performance information from another source (partnering company, mentor company, etc.) must clearly identify that fact in their information submittal.

Offeror’s quotes shall provide a summary of at least three current or past tasks performed in similar efforts, within the last three years. This information should demonstrate how the quoter has successfully performed work like that described in the SOW.

Specifically, the most highly rated past performance efforts will depend on the similarity of previous work (Relevance)

3/4

Scope: Work involves (or involved) providing liability insurance for:

Government vehicles in support of law enforcement Operation of vehicles outside of the United States Government contracts where the identity of the driver is not known Fleets of 100 or more vehicles Contracts where underwriters provide coverage in foreign jurisdictions.

Contracts where agents/representatives provide services in foreign jurisdictions

Similarity of size (dollar magnitude)

Contract awards priced at a minimum of $100,000.00 per year

• Quality of performance record

Verification obtained by the Government from Contractor references

Independent verification may be obtained from Government experience with the quoter and/or from agency databases

Offerors are required to provide applicable contract/order numbers, dollar values, description of tasks performed, and periods of performance. Each narrative shall also include the name, phone number, mailing and e-mail address of the person who can verify the past performance.

Successful completion of relevant work may result in a higher rating than less relevant past performance. The Government’s evaluation of the quality of an Offeror’s performance record, such as highly rated CPARs reports, receipt of awards/recognition, lack of adverse contractual actions, successful and timely completion of contract tasks may also contribute to a higher past performance rating. In evaluating the quality of an Offeror’s performance record, the Government may supplement the information Offerors provide with performance information the Government may obtain from any source including its own experience with the Offerors and agency databases.

• TECHNICAL PROPOSAL

Offerors are required to describe their technical approach and plan to accomplish the services identified in the SOW. The plan should describe existing capability to meet the SOW and describe how the Offeror will continue to manage and implement effectively the various tasks required to accomplish the SOW. Specifically, the Offerors must describe their existing underwriting capability (to include quantity and liquidity of underwriter financial resources), 4/4 their understanding concerning coverage, how they intend to ascertain proper coverage rates for each province/territory, and their agent availability by province/territory. Failure to demonstrate the ability to provide insurance in all Canadian provinces/territories is a material deficiency and will render the technical proposal ineligible for award. The technical proposal should include an overview of the company organizational structure and the company’s plan to provide the necessary resources to assure that all requirements of the SOW are met including card distribution, accounting for additions and deletions of vehicles, timeframes involved for adding (distributing liability insurance cards for) and deleting vehicles, and the requisite adjustments to contract price resulting from such changes.

Lack of specificity or a general offer to perform the SOW tasks without a detailed plan will result in an unacceptable rating. Quotes will be evaluated on their feasibility and completeness of the technical approach to integrate tasking and achieve the SOW with minimal risk to the Government.

• PRICE

Prices must be submitted in a separate document (Option Form (OF) 336) from any technical documents, and be formatted per the pricing schedule contained in the combined synopsis/solicitation. The Contracting Officer will perform a price reasonableness determination. Price will not have a rating assigned to it.
