DEPARTMENT OF HOMELAND SECURITY
OFFICE OF TRAINING AND TACTICAL PROGRAMS (OTTP)
IMMIGRATION AND CUSTOMS ENFORCEMENT (ICE)
STATEMENT OF WORK
Fire Alarm System Inspection and Maintenance
MISSION:
The Department of Homeland Security (DHS) ensures the homeland is safe and secure by preventing terrorism, securing and managing our borders, and enforcing immigration laws. Additionally, DHS safeguards against cyber-attacks and other hazards such as natural disasters.
U.S. Immigration and Customs Enforcement (ICE) enforces federal laws governing border control, customs, trade and immigration to promote homeland security and public safety.
OBJECTIVE:
ICE has a requirement for Fire Alarm System Inspection and Maintenance at the Office of Training and Tactical Programs (OTTP) facility located in Altoona, Pa.
SCOPE:
The main building of the OTTP facility contains an area of approximately 25,000 square feet. The two ammunition storage buildings contain an area of approximately 1800 square feet. The ammunition storage buildings are located approximately 150 feet from the main building. Two range facilities are located on the upper tier of the facility and are to be included in the contract. The following services are required:
1. The contractor shall provide all materials necessary for the inspection and testing of the alarm system.
2. The contractor shall inspect and test each smoke detector during normal business hours. Smoke detector testing shall be accomplished using non-toxic smoke or simulated smoke.
3. The contractor shall test each remote pull station, alarm bell, and strobe light for corrosion.
4. The contractor shall inspect the operation of the alarm control panel and remote annunciator for corrosion.
5. The contractor shall test and inspect for corrosion of the remote reporting apparatus of the alarm system.
6. The contractor shall provide for and install any of the following materials found to be damaged or inoperable during inspections: lightbulbs, strobe lights, remote pull station glass tubes, and/or backup batteries for the control panels.
7. The contractor shall prepare an inspection report, noting any deficiencies found, and provide a copy to the OTTP.
8. Licensed, certified, and bonded technicians shall perform all services. All technicians shall adhere to all OTTP security requirements.
9. The contractor shall request an appointment via telephone at least one day in advance of any visits to the facility.
10. The OTTP shall provide an escort to accompany the service technicians while working in secure areas.
11. All inspections and tests as stated above shall be performed twice a year, every six months.
PERIOD OF PERFORMANCE:
The period of performance will consist of a 12 month base and four option years.
The total purchase order shall not exceed five years and six months.
