About this file

This is a Questions and Answers document for RFQ 191T7026Q0025, addressing inquiries regarding the Cafeteria Boiler Replacement System project at an Embassy facility.

The document clarifies seven key points regarding project execution and technical requirements. The Notice to Proceed will be issued only after required personnel complete security screening clearance, with the 30-day performance period beginning thereafter. The Operational Safety Plan submission deadline is controlled by Section G.3.1.4 of the RFQ. Two 50-litre expansion tanks are required per the technical drawings and Bill of Quantities, not one as initially specified. The past-performance capacity criterion of 100 kW refers to the total rated capacity of the boiler plant rather than individual units, relevant to the proposed two 49 kW boiler array. The temporary domestic hot-water system must support a minimum capacity of 190 litres per hour during Monday-Friday operations from 0700-1700, with shutdown windows permitted upon coordination with the Contracting Officer Representative. For Building Automation System integration, the contractor shall request a cost estimate from TRANE to provide the necessary programmable logic controllers and integrate the new system into the Embassy's existing extensive BAS network. Regarding taxation, VAT and other tax matters are governed by Section A.1 (Value Added Tax) of the RFQ pricing section and DOSAR 652.242-73 (Authorization and Performance) as outlined in Section J (Instructions on How to Submit a Quotation).
