Questions and Answers
(Post-Conference)
Question #1: FAR 52.229-12 Tax on Certain Foreign Procurements—Notice and Representation (Feb 2021).
Does the 2 percent payment withholding for the section 5000C apply to this contract?
Answer #1: Italy is exempted from the tax imposed by section 5000C. The exemption from full withholding shall be certified by the Offeror at the time of proposal by submitting a properly filled out IRS Form W-14 www.irs.gov/w14.
Question #2: May the "Report from the Bank of Italy Central Credit Register stating all credit lines and loan facilities, of any nature, granted by Banks to the Company and presently in force” be replaced by a self-declaration or other financial documents released by other banks?
Answer #2: The report from the Bank of Italy is the Government preferred financial document as listed in Section L of this solicitation. Similar or more data inclusive financial documents may be included in the proposal.
Question #3: May the certification of enrollment to the Italian” White List “be included in the proposal?
Answer #3: This document is not specifically listed among the Section L list of requirements.
However, an Offerors may submit additional documents in support of their technical and financial qualifications to perform the work described in this solicitation.
