I. Price and Payment
A. Price
The Government will pay for services under this contract for reviewing content of Israeli and selected U.S. and International media outlets to provide a daily media reaction (MR) report at a fixed daily rate. This applies to both translations from Hebrew into English, and inclusion of English-language news. The COR shall determine the number of days of service needed. This rate shall cover all costs associated with the preparation of a daily report Monday through Friday and include news translation, purchase of newspapers, online news subscription costs for both Hebrew and English language outlets, preparation of the MR report in a specified format, review of materials, submission to the Embassy, overhead, and profit. The Government will not pay any additional expenses.
A.1 VALUE ADDED TAX
VALUE ADDED TAX. Value Added Tax (VAT) is not included in the CLIN rates.
Instead, it will be priced as a separate Line Item in the contract and on Invoices. Local law dictates the portion of the contract price that is subject to VAT; this percentage is multiplied only against that portion. It is reflected for each performance period. The portions of the solicitation subject to VAT are:

II. SCOPE OF WORK
A. Definitions
"COR" means Contracting Officer's Representative; see FAR 52.212-4 Contract Terms and
Conditions – Commercial Items, in Section 2.
"Government" means the United States Government unless otherwise stated.
B. General Work Requirements
B.1. The Contractor shall perform non-personal translation services conforming to high professional standards. The Contractor shall:
B.2. The contractor will draft a daily English-language summary of pertinent news of interest to the U.S. Embassy and U.S. government officers in Washington, D.C. . The contractor will review all types of news media to include physical newspapers, online news and other digital platforms as specified in section C.4.
B.3. Perform analysis as deep as is necessary under the circumstances to correctly understand the substance of the words and information to be translated, including attention to detail and nuances. The Contractor shall carefully analyze the simplicity or complexity of the language used to appropriately summarize the news information for the
MR report. The Contractor shall perform sufficient research as to be able to apply the correct approach to translating documents that will fit various and complex sets of circumstances. The Contractor shall apply analytical skill to extract essential information from researched physical paper and online materials to accurately capture the news topics of interest as specified by the U.S. Embassy. News translations apply it readily to the solution of problems of semantics or substance. The Contractor shall resolve linguistic problems as they arise and coordinate the work with others as necessary and as directed by the Contracting Officer’s Representative (COR).
B.4. The contractor shall monitor all major Israeli news outlets including newspapers and their web affiliates in Hebrew and English: Yediot Aharonot/Ynet, Israel Hayom, Haaretz, Ma’ariv, and The Jerusalem Post, as well as leading digital media including
Walla, Times of Israel, N12, Mako, as well as articles appearing on TV station websites of channels 11, 12, and 13, and KAN news – and include links in the reports when available. The contractor shall consult daily physical (print) versions of the 5 listed newspapers as well as digital versions. The contractor may include news from other pertinent outlets on topics assigned by the U.S. Embassy. The U.S. Embassy reserves the right to modify the list of outlets as news conditions change, particularly if outlets go out of business or other news outlets of influence come online.
B.5 Occasionally the contractor shall include articles directly related to U.S.-Israel relations from the New York Times, Washington Post, and select 2-3 other English language media outlets, available online in consultation with the U.S. Embassy. This may include, but not limited to Times of Israel, Bloomberg, Wall Street Journal, AP, Reuters, and Christian news outlets focusing on the region, and or Jewish diaspora press such as Jewish Insider, Media Line, Christian Broadcasting Network, Turner
Broadcasting, i24, JTA, or JNS. These outlets will typically need to be monitored when
U.S. government officials visit the region and/or directly interview with these outlets.
B.6 The contractor shall follow the Media Reaction Report template (attach A) established by the U.S. Embassy including font, size, style, etc. and provide succinct yet thorough entries on news of interest, including commentaries and political cartoons should they be relevant. The product will include the page number where the article appeared in print papers, or link to digital articles online. The product is a summary translation ranging from 2 pages to no more than 6 pages of major news on the U.S.-
Israel relationship, not a full verbatim translation of all items and requires a high-level of
English language proficiency as well as native-Hebrew language ability. The product will give occasional “quotes” or full sentence translations of the main points to summarize each selected article. Links to all online content in both Hebrew and English shall be included in the MR report.
B.7. The Contractor shall display fluent written command of English and Hebrew, covering a wide range of terminology and specialized vocabulary in many fields, which may include important diplomatic, legal, economic, financial, technical, scientific, or other texts, which may originate from the highest levels of the U.S. government or foreign governments. These documents may include laws, constitutions, treaties, agreements, diplomatic notes, intelligence reports, speeches, etc., for the information of the Embassy/Consulate or for publication and dissemination. Translations shall be of such quality as to accuracy, terminology, and style that require minimal review by the
Embassy/Consulate. The Government may require the Contractor to compare the English and Hebrew language versions of the media reports for conformity.
B.8. The Contractor shall apply a high degree of judgment to understand the thrust of specific, often conceptually complex statements, such as typically drafted by leading experts in a field, and to transpose them into another language without loss of important nuances. The Contractor shall develop research patterns in order to define the specific parameters that must be mastered to overcome communications problems, often caused by differences in general philosophy, academic education, or scientific methodology among various countries and cultures. The Contractor may include editorial notes if needed to provide context in the MR report, particularly as relates to proper names of persons, geographic locations, or Israeli institutions. The U.S. Embassy will provide preferred vocabulary for the MR report to refer to entities, locations, persons, etc. with multiple names that appear frequently in news reporting.
C. Specific Requirements
C.1 Selection of Articles for translation
The contractor has discretion to choose the most important articles in the news cycle according to the stated news topics/interests of the U.S. Embassy. At times, the Embassy
POC will direct that specific article, though they may not have been as widely viewed/read as others be included, due to specific news interests of the U.S. Embassy.
Similarly, the U.S. Embassy may direct the contractor to exclude widely reported news if it is not relevant to the U.S.-Israel relationship or the stated news monitoring priorities.
When there are multiple articles on the same event or topic with the same information, the Contractor will summarize the general tone of reporting of the most prominent articles and simply list the other outlets that covered the same news (per the Embassy template). However, if different outlets report the same event or topic with different bias, substantially different content, or inaccurate information, the Contractor will mention this in the report.
C.2 Contracting Officer’s Representative (COR)
The Contracting Officer’s Representative (see clause 652.242-70 in Section 2
Addendum) will provide specific guidance and answer questions relative to the requirement described in paragraph D.1, above. The COR will be allowed to reach out to the contractor and request special emphasis on various issues of interest including, but not limited to: visits by U.S. Government officials, major policy initiatives, domestic
Israeli political and economic issues affecting the bi-lateral relationship, matters affecting
U.S. citizen travel, safety, and security. The COR for this contract is: See 652.242-70, Contracting Officer’s Representative below.
C.3 Completion Date and Delivery
The Contractor shall be responsible for providing fully bi-lingual (Hebrew/English) employees available for the review the quality of the end product.
The Contractor shall deliver daily reports in English to the COR for clearance in an editable Microsoft Word document no later than by 11:00 a.m., Monday – Friday each week. The Contractor must be available from 10:00 to 12:00, Monday to Friday each week in order to clarify any missing information, translations from Hebrew to English, or correct formatting issues working with the Embassy COR.
The Monday product will cover news from Saturday, Sunday, and Monday. Relevant articles that appear online after 10 a.m. local time in Israel on the day of submission, will be included in the following day’s Media Reaction product.
C.4 Contractors Responsibility
C.4a The contractor will be responsible for paying their own membership or subscription fees and obtaining access to all media outlets listed in the contract. The contractor shall be required to maintain valid subscriptions to both English and Hebrew-language websites as applicable. It is solely the contractor’s responsibility to ensure valid, working, funded media outlet subscriptions, and to pay for physical papers that must be purchased in Israel.
C.4b The contractor shall be responsible for providing all equipment and sufficient personnel/human resources required for completing all services under this contract including appropriate supervisory staff to review work on the MR report done by subordinate staff before submission to the U.S. Embassy
D.1 QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)
This plan provides an effective method to promote satisfactory contractor performance.
The QASP provides a method for the Contracting Officer's Representative (COR) to monitor Contractor performance, advise the Contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. The
Contractor, not the Government, is responsible for management and quality control to meet the terms of the contract. The role of the Government is to monitor quality to ensure that contract standards are achieved.

E.1.2 STANDARD. The performance standard is that the Government receives no more than one (1) customer complaint per month. The COR shall notify the Contracting
Officer of the complaints so that the Contracting Officer may take appropriate action to enforce the inspection clause (FAR 52.212-4, Contract Terms and Conditions-
Commercial Items), if any of the services exceed the standard.
E.1.3 PROCEDURES.
(a) If any Government personnel observe unacceptable services, either incomplete work or required services not being performed they should immediately contact the COR.
