Draft Statement of Work (SOW) INL Monitoring Database

BACKGROUND

Mission of the U.S. Department of State: The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.

Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL reports to the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad.

INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S.

shores.

Purpose: INL accomplishes its mission through the use of Foreign Assistance funding. Statutes and regulations governing the use of Foreign Assistance funds require that programs be closely monitored and periodically evaluated, to ensure their efficacy and efficiency, and to aid in determining which programs should be continued, which programs should be discontinued, and, to inform new programs to be considered. As such, meaningful, agile, and, readily accessible data analytics must be applied to INL programs.

Goal: To procure a program monitoring database for hundreds of INL users which collects program data from thousands of INL implementers in programs across 90 countries organized in results frameworks which cascade up into strategic overarching goals, so that INL has organized data to demonstrate programmatic results, enabling resources to be properly leveraged for mission performance.

Critical/Mandatory Requirements Platform Functions

• FedRAMP authorized or other Authority To Operate (ATO), or in the process

• User-friendly interface;

• Cloud-based to enable real-time data entry anywhere at any time;

• Ability to structure a monitoring database with results frameworks unique to INL’s programs based on best practices and standards, and through collaboration with INL Monitoring and Evaluation specialists; to roll it out quickly, and the flexibility to efficiently revise over time as our enterprise requirements develop;

• Allows controlled access for thousands of non-USG implementers around the world to upload data;

• Ability to be used in Embassies around the world by hundreds of U.S. government officials;

• Ability to hold unlimited monitoring data from thousands of projects around the world;

• Mobile app so we can open reports/visualizations on iPads and iPhones or other smart phones

• Ability to properly secure information to prevent unauthorized access.

M&E Functions

• Ability to roll-up data to an enterprise level;

• Results framework based;

• Ability to have unlimited disaggregations;

• Functions to be able to improve data quality, such as auto-cleaning data (such as drop downs for standardized spelling) and logic checks;

• Ability to import and export data from multiple sources (e.g., from excel, a survey tool and to PowerBI);

• Ability to create easy and interactive dashboards with visualizations (including maps);

• Ability to generate customizable reports;

• Ability to organize though tagging, with the ability to add/modify tags overtime;

• Space for easily accessible indicator definitions;

• Ability to set internal data clearances;

• Ability to have automated notifications sent to users;

• Ability to automatically calculate performance measures that include mathematical equations (for example, percent indicators are automatically calculated from numerator and denominator indicators);

• Ability to create data tables and create indicators/pull data from data tables (for example, the indicator “number of women trained” can be pulled from a table with raw trainee data)

Support

• 24/7 help desk support on database, and on M&E issues which may affect interpretation or presentation of data and information

• Provide any platform or software maintenance support, on annual (or customary) basis, as required

• Provide any customary warranties

• Ability to integrate with other systems used by other State Department Bureaus and posts, and/or USAID offices

• Ability to accommodate future, potential requirement to generate reports in languages other than English, though the current requirement is for an English-language based tool, only.
