DRAFT STATEMENT OF WORK
1.0 General:
The Bureau of International Narcotics and Law Enforcement Affairs (INL) is an instrumental leader in the development of policies and programs to combat international narcotics and crime. INL programs support two of the Department of States' strategic goals: (1) to reduce the entry of illegal drugs into the United
States; and (2) to minimize the impact of international crime on the United States and its citizens. One of the many ways to effectively meet the listed goals is to partner with allied governments both directly and indirectly to promote the modernization of and support the enforcement operations of their foreign criminal justice systems and law enforcement agencies.
The INL office of the U.S. Embassy in El Salvador (INL- ES) is responsible for the administration of programs and funds. INL works very closely with U.S. law enforcement agencies to ensure that El Salvador has the training and tools needed in the fight of narco-trafficking and transnational organized crime. INL also works directly with various Government of El Salvador (GoES) institutions such as; Ministry of
Government, Salvadoran Narcotics Police, Salvadoran Civilian National Police (PNC), Salvadoran
Immigration and Salvadoran Customs.

3.0 Background:
El Salvador, like all other Central American countries, has been attracted by international drug cartels, because, it is considered ideal and strategic to be used as a transit bridge for drugs.
Due to the boom this phenomenon has taken, the Salvadorian State has been forced to create specialized institutions to combat illicit drug trafficking, such as: Anti-drug Unit of the Attorney General's Office and
El Salvador Navy / FTNT unit that detects vessels conducting illicit activities.
