STATEMENT OF WORK

FACILITIES MANAGEMENT, MAINTENANCE

AND CATERING SERVICES

C.1.0 Introduction

C.1.1 Department of State, Bureau of International, Narcotics and Law Enforcement

Affairs (INL)

The Bureau of International Narcotics and Law Enforcement Affairs (INL) advises the President, Secretary of State, other bureaus in the Department of State, and other departments and agencies within the U.S. Government on the development of policies and programs to combat international narcotics and crime. INL programs support two of the Department's strategic goals:

(1) to reduce the entry of illegal drugs into the United States; and (2) to minimize the impact of international crime on the United States and its citizens. Counternarcotics and anticrime programs also complement counterterrorism efforts, both directly and indirectly, by promoting modernization of and supporting operations by foreign criminal justice systems and law enforcement agencies charged with the counter-terrorism mission.

1.1. The US Department of State’s (DOS) Bureau of International Narcotics and Law

Enforcement Affairs (INL), has program authority derived from the Foreign Assistance Act of

1961. The International Narcotics and Law Enforcement Section (INL-H) of the US Embassy

Tegucigalpa, Honduras, is responsible for providing assistance to host governments to develop and implement effective counter narcotics, anticrime, and border control programs. INL-H works closely with US law enforcement agencies to ensure that Honduras has the training and the tools needed to combat illicit drug traffic and transnational organized crime. INL also works with various Government of Honduras (GOH) institutions including Public Ministry, Secretariat of

Presidency, National Banking and Insurance Commission, the Secretariat of Security and its various specialized units, Supreme Court of Justice, Ministry of Health, Ministry of Education, Honduran Immigration Department, and the Honduran Customs.

C.1.2 Honduran National Police – TIGRES Unit

INL works to reinforce the international network of laws and conventions against the narcotics trade, corruption, gang-related and transnational organized crime demonstrating the real-world value of cooperation. The Bureau's policies and programs work to promote stable environments, good governance, and stronger civic institutions for our partners.

The GOH passed legislation on June 27, 2013 to create the TIGRES. There are currently 357 specially selected, Leahy-vetted police officers assigned to the TIGRES. The TIGRES are divided into a 327-man operational section, a 15-man intelligence section, and a 15-man investigative section. The TIGRES comprehensive intelligence, investigative, judicial, and operational efforts combat insecurity, protect people and property, capture and prosecute criminals, neutralize criminal organizations, and execute crime-reduction plans in strategic sectors, both rural and urban. The TIGRES serve as the tactical unit responsible for the apprehension of suspects, inductees, and fugitives in support of the HNP operations. The

TIGRES success in locating targets is a direct result of an enhanced intelligence effort. U.S.

Embassy agencies work closely with the HNP to develop and analyze intelligence and screen potential informants.

For example, “Once every month, technical bulletin revisions will be inspected to assess the quality of work and progress toward completion. The revisions will be read for quality and accuracy. Random sampling will be done as work progresses. Near contract completion, a 100 percent inspection will be done.”

C.
