About this file
This document is an Amendment of Solicitation/Modification of Contract (SF 30) and accompanying Questions and Answers for RFQ 191N6527Q0003 issued by the American Embassy New Delhi.
The amendment, effective October 23, 2026, clarifies solicitation requirements for the procurement of a Toyota Fortuner SUV. Key specifications include: acceptable vehicle colors are Silver or Pearl White only; the vehicle must be an SUV (not a truck, as referenced in sections 4.1-4.5, which contained a clerical error); and vehicle registration will be arranged and completed by the Embassy. GST billing applies with the Embassy paying applicable GST and seeking reimbursement from the host government; a GST purchase order will be issued only if the quotation is submitted in Indian Rupees with a valid GST number, and the purchase order and invoice must be issued in the same name. Form W-14 is not required based on the anticipated contract value being below the applicable threshold. Regarding title transfer, contractors must consult their authorized dealer for requirements and documentation necessary to establish authority to sell and transfer legal ownership directly from the dealer to the U.S. Government. The document is issued to all offerors to clarify specification-related queries and modifies the contract order as described in Item 14A of the SF 30 form.
