This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for overhang repairs at the American Embassy Annex Building in New Delhi, India. The amendment was issued on June 29, 2026, as Amendment A0001 to solicitation 191N6526Q0067, originally dated June 17, 2026. The contracting officer is Royce M. Branch II, and the contract is administered by the American Embassy New Delhi, GSO (General Services Office).

The amended solicitation requires repair of 3,000 square feet (20% of the total 15,000 square feet area) of deteriorated concrete overhangs located approximately 25 feet above ground at the Chancery compound in Chanakyapuri. The project scope includes surface preparation with tap testing, removal of loose concrete and plaster, application of polymer-modified cement mortar (Ultratech or equivalent) with bonding agent (Sika or Fosroc), weather-resistant exterior-grade paint (Asian brand or equivalent), and anti-carbonation protective coating (Asian Paints Apex Ultima Suprema or equivalent). Contractors must establish designed scaffolding certified by a registered structural engineer and third-party inspection, with barricading to 9-foot height using green netting. The minimum billable area is 2,000 square feet, with pricing submitted per square foot for three repair types: normal plaster repair, micro-concrete repair, and welded wire mesh reinforced repairs (estimated 700 square feet at 24-gauge). The 60-day project timeline runs from 8:30 AM to 5:00 PM daily, with all personnel requiring host government photo identification. All work must comply with IS 456, IS/ASTM standards, and EM 385-1-1 safety requirements. Contractors must provide a one-year warranty from final project handover, with liability for any repairs needed within that period at contractor expense. Payment will be made based on actual square footage completed. Mild Steel Angle replacements are provided by the USG and installed by the vendor.
