About this file

This is a Questions and Answers document for Solicitation No. 191N6026Q0001 – PR15936508, issued by the U.S. Consulate General in Chennai, India, for preventive maintenance service works on a Multistack air-cooled chiller (Model ASP020X).

Question 1 addressed warranty requirements specified in Annex B, Section 9, which originally required the contractor to remedy defects for two years following completion and acceptance of work. The vendor (Multistack) requested clarification on warranty scope for a preventive maintenance contract, noting their standard warranty covers only defects in workmanship for one year from completion and does not extend to equipment failures, component failures, warranty labor, pre-existing conditions, normal wear and tear, or parts not supplied by Multistack. The Consulate accepted Multistack's standard one-year workmanship warranty with the specified limitations. Question 2 clarified the scope of work regarding air handling units (AHUs), as the pricing schedule and scope of work referenced "Associated motor starters, VFDs, pumps, electrical panels and AHU," but the equipment list identified only the chiller. The Consulate confirmed that AHUs are not included within the contract scope and references to AHUs in the pricing schedule and scope of work may be disregarded.

Solicitation No.: 191N6026Q0001 – PR15936508 – Consulate Response to Vendor Questions

Title: Preventive Maintenance Service works for the Multistack Chiller at the U.S. Consulate General, Chennai, India.

VENDOR QUESTION:

Question 1:

Annex B, Section 9 requires the contractor to remedy defects for a period of two (2) years following completion and acceptance of the work. Since this is a preventive maintenance contract, please clarify the intended scope of the warranty requirement.

Multistack's standard warranty on service work is limited to defects in workmanship for a period of one (1) year from completion of the work. Multistack does not provide warranty labor and does not warrant existing equipment, components, or parts that were not replaced as part of the services performed.

For example, if a compressor, fan motor, pump, control component, VFD, or other equipment fails after the preventive maintenance visit due to age, normal wear and tear, manufacturer defect, power quality issues, operating conditions, or other causes unrelated to

Multistack's workmanship, would the contractor be responsible for repair or replacement under the warranty provision?

Please confirm whether the Government will accept Multistack's standard one (1) year workmanship warranty and that the warranty requirement applies only to defects in workmanship directly associated with the services performed under this contract. Further, please confirm that the warranty does not extend to equipment failures, component failures, warranty labor, pre-existing conditions, normal wear and tear, or parts and materials not supplied by Multistack.

Consulate Answer

We accept the Multistack’s standard warranty of one year from the completion of the work which applies to defects in workmanship directly associated with the services performed under this contract. Also, we understand this warranty does not extend to equipment failures, component failures, warranty labor, pre-existing conditions, normal wear and tear, or parts and materials not supplied by Multistack.

Title: Preventive Maintenance Service works for the Multistack Chiller at the U.S. Consulate General, Chennai, India.

Question 2:

The pricing schedule and scope of work reference "Associated motor starters, VFDs, pumps, electrical panels and AHU." However, the equipment list included in the solicitation identifies only one Multistack ASP020X air-cooled chiller and does not identify any air handling units (AHUs).

Multistack's standard scope of service is limited to the chiller and associated chiller equipment. Multistack does not typically perform preventive maintenance on air handling units.

Please verify whether AHUs are included within the scope of this contract. If AHUs are included, please provide the quantity, location, manufacturer, model information, and maintenance requirements for each AHU so that the scope can be accurately evaluated and priced.

If AHUs are not included, please confirm that the references to AHUs in the pricing schedule and scope of work may be disregarded for this solicitation.

Consulate Answer:

AHUs (air handling units) are not included within the scope of this contract.
