About this file

This document is an Amendment of Solicitation and a Questions & Answers exhibit related to a federal training services contract opportunity.

The amendment revises the due date for the RFP from April 20, 2026, to COB Wednesday, April 22, 2026, Jakarta Time, and includes a Questions & Answers list as Exhibit 1. Solicitation 1913226R0016, issued by the U.S. Embassy Jakarta GSO/Procurement Contracting Unit, seeks Comprehensive Training Support Services for a Specialized Counter Terrorism & Law Enforcement Program. The contract includes a one-year base period of performance with a potential three-year extension under FAR clause 52.217-9, subject to satisfactory contractor performance, funding availability, and government discretion. The stated minimum and maximum contract values apply to the total aggregate value for the one-year period and do not apply per individual class or task order; payment is based on actual services ordered and utilized. Key service requirements include lodging at a secure training facility meeting controlled access and restricted entry standards (a standard commercial hotel may be proposed if it meets all Performance Work Statement requirements), meals estimated at 4,500 person-days (approximately 13,500 individual meals at three meals per day), interpretation services primarily on a consecutive basis unless otherwise specified in individual Task Orders, and coordination with the Indonesian National Police (INP) demonstrating the contractor's ability to effectively coordinate through prior experience, established mechanisms, or documented engagement. Actual lodging nights, arrival/departure schedules, and meal requirements including weekend provisions will be specified in individual Task Orders on a case-by-case basis. The Government will provide all curriculum content and instructional materials; the contractor is not required to translate training materials unless specifically authorized in writing under a Task Order. Audiovisual configurations, room layouts, computer specifications, and interpretation requirements (including simultaneous versus consecutive interpretation and field trip support) are defined by functional requirements only and will be proposed by the contractor based on training needs as specified in individual Task Orders.
