Solicitation No. 191BWC19R0008-Hudspeth County

1. Please provide locations and size of all stockpile sites.

Contractor shall propose location and size of stockpile sites in work plan, to be approved by COR.

2. Please provide the requirements for clearing and grubbing stockpile sites.

Clearing and grubbing stockpile sites is not a requirement, however, if the Contractor wishes to perform clearing and grubbing, he/she shall propose it within the work plan, to be approved by the COR.

3. Please provide the requirements for stockpile site storm water measures (bmp’s) if required Stockpiles will be placed temporarily on the floodplain and do not require bmp’s.

4. Please provide the requirements for stockpile reclamation if required Stockpile reclamation is not required.

5. Please provide the requirements for revegetation of stockpiles if required Revegetation is not required.

6. Please provide the river access points to all river excavation as well as arroyo inlets to river Arroyo and river access points shall be via levee access roads as stated in the PWS.

7. Please provide the requirements for environmental permits if required for stockpile sites and river access points.

The Contractor is responsible for knowing about applicable environmental laws and regulations and shall obtain any environmental permits that may be required.

8. Please provide the location and size of staging area’s for all work locations as well as the environmental clearance requirements and our restoration requirements of all staging areas

Contractor shall propose staging area, to be approved by COR.

9. Please clarify the difference between CLIN 1 and CLIN 2 it is unclear as there is no definition/explanation in the specs of these CLIN's

CLIN 001 refers to the unit cost of the first 100,000 cy of sediment removed, CLIN 002 refers to the unit cost of additional sediment removed in excess of 100,000 cy to 400,000 cy, and CLIN 003 refers to the unit cost of additional sediment removed in excess of 400,000 cy not to exceed 800,000 cy.

10. Please clarify whom will be performing original topo of sites as well as final topo of sites as there is conflicting specifications. If the contractor is required to perform surveys and volumes as well as As-builds, what is the specific requirements and what format will the As builds be required if the contractor is required to perform surveys.

All surveying shall be performed by the Government. As-builts are not a required deliverable.

11. Please provide the control points for performing surveying if required by the contractor.

Not required.

12. Will a full time safety officer be required at the project, if so please provide the requirements of the safety officer.

The Contractor is solely responsible for worksite safety and may employ a full-time safety officer if he/she deems it necessary.

13. Will a full time QC manager be required, if so please provide the requirements of the QC manager

The Contractor is responsible for quality control and may employ a full-time QC manager if he/she deems it necessary.

14. Even though the contact will be performed during off season irrigation season, water will still be in the river. Please add a line item for diversion and care of water.

This cost can be included in the Contractor’s Schedule of Values.

15. What BMP's will be required while working in the river.

It is the Contractor’s responsibility to know what SWPPP requirements need to be implemented as required by NPDES and EPA.

16. The contract requires a performance and payment bond however it is mute for the requirement of a bid bond please clarify? Bid Bond required based on your proposal price.

17. Please clarify under which CLIN the loading of IBWC trucks applies to.

The work is sediment removal, which is measured in cubic yards, and can be wither stockpiled or loaded onto dump trucks, there is not a separate cost line item for loading.

18. Please also clarify how many and what type of trucks IBWC will provide.

USIBWC currently has 2 scrapers, 4 dump trucks, and 1 articulated dump truck, however, availability will depend on how many contracts are awarded and the availability of funds to lease additional articulated dump trucks.

19. Please also clarify how many and what time frame the contractor should expect IBWC trucks.

USIBWC maintenance personnel’s regular work hours are Monday through Thursdays 7:00 a.m. to 5:30 p.m.

20. Please clarify if the IBWC trucks are to be loaded in the river or out of the stockpiles.

Contractor shall propose means and methods.

21. Appropriately, a separate CLIN should be provided for loading of IBWC trucks.

Contractor may factor it into the cost of removing sediment.

22. Will the 10 percent volume reduction only apply To the haul trucks provided by IBWC.

Yes.

23. Will the contractor be required to provide field office for the Owner?

No.

24. Will project photography and videos be required if so please provide the requirements.

COR will perform photo documentation.

25. Is the contractor required to perform a bird survey for every location?

Yes, if work continues into bird breeding/nesting season.

26. Solicitation R0008 did not contain a bid schedule. Can you please provide a bid schedule.

It has been provided.

27. Section 6.4 states that a Project Manager is available during business hours. Does this mean that he will be required full time on the project or at least available by phone?

At least available by phone.

1. For each site, where do we dispose/waste the dirt at? There is no disposal, only excavation as stated in the Performance Work Statement.

2. What are our entry points into the river for each location? The entry points are listed under each sediment removal site description under Section 1.2 B.

3. Is any re-seeding required? No re-seeding is required.

4. Is the submission of the proposal to be submitted via email only? Proposals are submitted by email to Philip.Johnson@ibwc.gov .
