About this file
This document is an Addendum to RFP #1913 issued by Kenosha County, Wisconsin for Mechanical Design Services. The original RFP solicits sealed proposals for mechanical design services encompassing HVAC, plumbing, and fire protection repairs, replacements, and upgrades. Proposals were due by Wednesday, July 24, 2019 at 3:00 PM CT at the Kenosha County Administration Building, 1010 - 56th Street, 2nd Floor, Kenosha, WI 53140. The County reserves the right to reject any or all proposals, request additional information, clarify responses, award partial contracts, and waive minor irregularities.
The pricing structure requires proposers to submit a single average hourly rate for mechanical design services for evaluation purposes, with the final contract billing procedure to be negotiated upon award. The County anticipates a blended billing approach combining time and material billing for activities such as troubleshooting, project planning, and inspections with fixed fee-per-hour billing for project design, bidding, and project management once specific projects are identified and approved. Sub-consultant fees may vary by project based on needs and will be negotiated in good faith on a project-by-project basis. No specific contract term, renewal options, or funding amounts are identified in this addendum.

Questions and Answers:
Q. Is the intent for this agreement that we will provide a single average hourly rate for mechanical design services in the proposal and that as Kenosha County presents design projects we will submit our proposed number of man-hours for each project (including architectural sub-consultants, etc.)?
If so, is the intent that we provide a fixed fee/hour proposal for each project or that we bill on a time and material basis?
A. Submit a single hourly rate on the Cost Proposal response for evaluation purposes.
Kenosha County will negotiate a final contract billing procedure as part of the award process. The County assumes (but is open to options) that billing will be blended between activities that will be “time and material” such as troubleshooting or project planning inspections and “fixed fee/hour” for project design, bidding, and project management once a specific project has been identified and approved. The County also assumes that specific project design may have various fees for sub-consultants based on the needs of the project and will negotiate those fees in good faith on a project by project basis.
