PART A – Continuation of SF1449, Block 20.
A.1. Schedule of Supplies/Services
Background:
In order to remain current and up-to-date with evolving and increasingly prescriptive
Accreditation Council for Continuing Medical Education (ACCME) requirements and to improve efficiency and timeliness of the accreditation process, contractual support by a not-for-profit entity that is ACCME-accredited has been required by the Office of Clinical Research
Training and Medical Education (OCRTME) in the NIH Clinical Center since 2007. Because neither the NIH nor the NIH Clinical Center maintain a CME office that meets ACCME accreditation standards in order to provide CME credits for conferences, meetings or other educational activities sponsored or hosted by the various Institutes or Centers at the NIH, ongoing contractual support by an ACCME-accredited not-for-profit entity, which is also qualified and capable to engage in partnerships to provide CME for other entities, is required for
CME activities at the NIH that are administered through the OCRTME.
The NIH, a part of the U.S. Department of Health and Human Services, is the steward of biomedical and behavioral research for the nation. Its mission is science in pursuit of fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to extend healthy life and reduce the burdens of illness and disability. In support of this mission the NIH Clinical Center’s Office of Clinical Research Training and Medical
Education (OCRTME) oversees the provision of high-quality educational activities to meet the needs of the NIH physician and the broader medical community that the NIH serves. The NIH also ensures, in partnership with a contractual partner, that the educational events offering CME credit to the participants meet the specific criteria prescribed by the ACCME.
In addition to the more than 1200 physicians who work in the intramural NIH, the CME Program also serves many others who participate in NIH sponsored educational activities offered for
CME credit through its contractual partner that are held locally, nationally and in enduring materials (i.e. web-based content). These CME accredited educational activities may occur in diverse formats: (a) traditional educational settings, both regularly scheduled conferences (such as weekly, monthly, etc.) and live conferences (multiple days, multiple speakers, but only one occurrence); (b) live web casts; and (c) enduring materials such as online courses and self-study programs.
The CME Program staff in the OCRTME work closely with Activity Directors and their staffs in all 27 NIH Institutes and Centers as well as with the trans-NIH Continuing Medical Education
Committee (CMEC), which is composed of individuals representing a wide range of medical and scientific disciplines.
A.1.2. Objective
To maintain NIH sponsored CME activities, NIH requires a full-service ACCME-accredited
CME provider to cover comprehensive activity and data management support services.
A.1.3 Scope
This requirement consists of the following major functions: Program Administration, Program Evaluation, Problem Identification and Resolution, Communication, Green
Initiatives, Continuity of NIH/CME Operations, Information Technology Support (IT), and
Fiscal Responsibility and Financial Accountability, all of which must be executed in 100% compliance with the Accreditation Council for Continuing Medical Education (ACCME) requirements and other requirements as described in this document.
A.2. Services
A.2.-1 Compensation Fixed Price Schedule
CME generating activities at the National institutes of Health typically occur in one of
Three formats which are considered “activities” by the Accrediting Council for
Continuing Medical Education (ACCME); see http://www.accme.org/ask-accme/what-
Kind-cme-activity-types-can-be-reported-pars. The bulk of CME-generating activities
NIH, using ACCME classifications, are “regularly scheduled series” and those occur either weekly, bi-weekly or monthly; the second ACCME category is “course” which
NIH views as a live, free standing and time-limited course or activity, i.e. not regularly
Scheduled; and the third category is “enduring material,” which historically has been
Internet based, so based on NIH planned activities, and per the ACCME description, it would be listed as “ Internet activity (enduring material).”
1. As consideration for the services to be provided under each individual task order awarded during the period of performance, fixed prices shall be in effect, for the Base

A proper invoice is an "Original" which must include the items listed in subdivisions 1 through 12, below, in addition to the requirements of FAR 32.9. If the invoice does not comply with these requirements, the
