About this file
The document provided is a set of questions and answers regarding the Low Income Taxpayer Clinic Grants program in Massachusetts. The Massachusetts Department of Revenue (MA DOR) currently lists Low Income Taxpayer Clinics on its website and refers taxpayers to the clinics as an option if they need assistance. However, MA DOR does not plan to create a publication like the IRS Pub 4134 to list the clinics or use mailer stuffers to alert individuals of the clinics. The grant application does not require the clinic to expend significant effort on outreach, as MA DOR employees can already make referrals to the clinics directly.
The contract opportunity is for the Low Income Taxpayer Clinic Grants program in the state of Massachusetts. The grant funds are provided by the state, and the clinics receiving the grants will offer tax assistance services to low-income taxpayers in the state. The document does not provide details on pricing terms, set asides, incumbent providers, funding requirements or sources, or the award term and renewal options.

In preparing the budget for the grant it would be helpful to know if MA DOR plans to create something like IRS Pub 4134 which lists the clinics and how to reach them. It would also be helpful to know if MA DOR personnel will be allowed to make referrals to the clinic or use stuffers to alert individuals of the possibility of contacting a clinic. If MA DOR plans to create a publication and if the individuals working there can make referrals to us directly or by use of a stuffer, we will need to expend less effort on outreach.
Is this something you can comment on? I realize it is also something to which you have not yet given thought. It’s fine if the answer is that you do not know but I thought I would ask as it could impact my budget.
DOR currently lists Low Income Taxpayer Clinics on its website at https://www.mass.gov/service-details/find-a-tax-professional-to-help-with-your-taxes and DOR employees currently refer taxpayers to the clinics as a possible option if they need help. A stuffer added to DOR notices with information about the clinics is not planned at this time.
