About this file
This is Amendment #1 to Request for Bid (RFB) #19-0070 issued by the University of Wisconsin-Madison Purchasing Services for two thermal cracker effusion cells—one compatible with cracked arsenic and one with cracked selenium. The cells are intended to support fundamental research on selenide (MoSe2, WSe2) and arsenide (GaAs, InAs) materials and must be compatible with an existing molecular beam epitaxy system. The required specifications include an in-vacuum length of 270mm, independently heated cracker and reservoir regions with thermal isolation maintaining reservoir temperatures below 150°C while the cracker operates at 1200°C, a reservoir capacity of at least 50 cubic centimeters (150 cc preferred), integrated water cooling, and bakeable power and thermocouple cables. Amendment #1 revises Attachment B specifications on page 20 of 32 and provides clarifications to bidder questions regarding flange size (CF 4.5"), linear shutter configuration (side-mounted from separate port), and valve options. Bid prices and terms are firm for sixty days from the bid opening date. The controlling document for any resulting contract is the UW-Madison Purchasing Services bid document on file.
Optional items available for bid include a linear shutter module with controller, two sets of PID controllers and DC power supplies (one for each cracker cell) with cables, and mechanical valves for both the arsenic and selenium cracker cells. Bidders must certify compliance with all stated conditions, confirm no collusion or conflict of interest exists, and affirm they are not debarred or suspended from federal participation. All questions regarding the bid should be directed to Jeff Whitman at UW Purchasing, 21 N Park Street, Suite 6101, Madison, Wisconsin 53715-1218, by telephone at 608/262-6120, fax at 608/262-4467, or email at jeff.whitman@wisc.edu.

QUESTIONS AND ANSWERS FOR RFB #19-0070:
Q1. What is the available / required flange size for the cracker cells:
0. 2 3/4” (CF40)
0. or CF 4” (CF63)
| A1. | CF 4.5” flange |
| Q2. | The request asks for and optional “linear shutter". A linear shutter would have to come in from the side from a separate port - is this what you are looking for? We typically equip our cells with an integrated shutter where the shutter blade either swivels to the side or flips open to the front. Would this be acceptable? If yes, which version do you prefer. |
1. swivel to the side (rotation around the shutter rod that runs parallel to the effusion cell)
2. or flip open (like the lid of a box)
| A2. | The optional linear shutter is from the side on the separate port. We do not need an integrated shutter. |
| Q3. | Due to the large volume and the huge temperature difference between source and cracker, we are wondering: |
1. Do you want to material reservoir on the air-side?
1. and if so, if you need a valve?
A3. 1. Not sure what this means? But we do not need to be able to vent/load the reservoir independently from the rest of the cell.
2. no valve required, but please include with and without valve option if available
Attachment B: Specifications Two effusion cells are requested: (1) a thermal cracker cell for arsenic and (2) a thermal cracker cell for selenium. These effusion cells and accessories support fundamental research on selenide (MoSe2, WSe2) and arsenide (GaAs, InAs) materials. The effusion cells must be compatible with an existing molecular beam epitaxy system and meet specifications for size, power output, cracking efficiency for the molecular species.
