About this file

This is an Amendment #1 to a Request for Bid (RFB) issued by the University of Wisconsin-Madison Purchasing Services for the procurement of compound parabolic refractive lenses. Amendment #1 addresses bidder questions and extends the original due date. The RFB was originally issued on May 24, 2019, with written questions due by May 31, 2019. The bid due date has been extended to June 10, 2019, at 2:00 PM CDT (local Madison time). Bids must be submitted to UW-Madison Purchasing Services at 21 N Park Street, Suite 6101, Madison, Wisconsin 53715-1218. Bid prices and terms shall remain firm for sixty days from the date of bid opening. Award determinations will be made as soon as possible after the bid opening, with the bid abstract available for public inspection only after award determination. Bidders are required to submit a signed Request for Bid Form, Bidder Response Sheet with attachments, specifications and descriptive brochures, an itemized bid list, vendor information sheet, and client reference list as part of their response.

The amendment clarifies two key specification corrections: Specification #5 should specify a focal length of 300mm in 15 keV (not as originally stated), and Specification #6 should specify a beam size of 1.3m x 1.3m. Regarding pricing, bidders should include bulk discounts, transportation costs, and transport insurance (calculated at 1 percent of total value) in the extended total price. Insurance requirements apply only if bidder employees will be physically present on the UW-Madison campus for installation or other services. All communications regarding the RFB must be directed in writing to Jeff Whitman, UW Purchasing, at jeff.whitman@wisc.edu or 608-262-6120. Bidders certify through submission that they have not engaged in collusion, that the bid was independently developed, and that neither the bidder nor its principals are debarred or suspended from federal participation.

QUESTIONS AND ANSWERS FOR RFB #19-0065

Q.1.The meaning of paragraph “5.8 Insurance” is unclear to me - is this asking us to insure the employees at UW?
A.1.No. This is only relevant if your employees are physically present on UW campus. (e.g. for installation)
Q.2.Attachment B: Specifications 5 and 6 make no sense physically. The focal length of 50 lenses of the type in question is much shorter than 1.1m at 8 keV. Furthermore, the focal spot size depends strongly on the optical setup.
A.2.Specification #5 should read: 300mm in 15 keV.

Specification #6 should read: The beam size is 1.3µm x 1.3µm.

Q.3. Attachment E: Our customers include virtually all hard x-ray synchrotoron facilities - see our website. However, I guess we will have to ask for those people’s permission to share their phone numbers, email addresses, etc.

A.3. Not strictly required but helpful.

Q.4. As far as I understand I should include bulk discounts as well as the costs for transport and transport insurance (which is 1% of the total value) in the bid, but there is no space to do that so should I summarize all this into an effective until price?

A.4. Put it all in the extended total price.
