About this file
This is Amendment #1 to Request for Bid (RFB) 19-0063 issued by the University of Wisconsin-Madison Purchasing Services for Large Animal Endoscope Equipment and Tower for the School of Veterinary Medicine's Teaching Hospital. The amendment addresses questions received from bidders and revises Attachment B specifications. The bid requests one unit each of the following equipment: HD light source, insufflation pump, irrigation pump, HD/LED monitor, four video endoscopes (3-meter gastroscope, standard 1-meter video endoscope, 1-meter pediatric slim endoscope, and 2.5-meter endoscope), equipment cart and tower, biopsy forceps, grasping forceps, stone basket, retrieval baskets, and rigid storage cases. The University seeks equipment that will enable diagnostic and therapeutic endoscopic procedures across gastrointestinal, reproductive, respiratory, and urinary systems in the equine referral practice. Bidders must sign and return the amendment to avoid disqualification, and bid prices and terms shall remain firm for sixty days from the date of bid opening. The amendment clarifies that specification 4.2 regarding seamless integration into existing systems has been deleted and specifies that the irrigation pump is a new item added to the bid.
All bidders must certify compliance with non-collusion requirements, conflict of interest standards, and debarment status. Bidders are required to provide detailed written explanations for any specification responses marked "no" and justify how performance would be affected. The bid requires inclusion of all cables, supplies, and items necessary to operate the equipment, with delivery prior to or concurrent with installation and training. Vendors must provide a minimum three-year warranty or extended service contract with loaner equipment availability during repairs, on-site installation at the UW-Madison location, and comprehensive training and start-up assistance. A minimum of two printed copies of operating manuals must be delivered with the equipment, with additional copies available electronically. The contractor must coordinate all delivery, installation, and training activities with the designated contact person identified on the purchase order.

SCOPE:
The University of Wisconsin-Madison’s School of Veterinary Medicine is requesting bids for a Large Animal Endoscope Equipment and Tower.
Endoscopy is a frequently used technique in our referral equine practice. The use of flexible fiberoptic endoscopes allows us to access and image the interior of hollow organs and body cavities for both diagnostic and therapeutic purposes. Modern endoscopic equipment varies in length from short, very thin pediatric scopes of a meter in length that can be used in neonatal foals through to 3 meter long gastroscopes that permit access to the duodenum of even the largest warmblood or draft horse. We commonly use endoscopy for the evaluation and treatment of conditions of the gastrointestinal, reproductive, respiratory and urinary systems.
Much of our current endoscopic equipment at the UW Veterinary Care, Morrie Waud Equine Hospital is well over a decade old and predates digital imaging. Updating our equipment will not only helps us to provide the highest level of care and service to our patients and clients, but also positively impacts our land grant mission to teach and train the next generation of veterinarians. Endoscopic procedures also form part of several ongoing clinical research projects the results of which advance equine veterinary science to improve the lives of all horses.

The following specifications represent minimum acceptable requirement. Bidders must select either “yes” or “no” for each specification below. For any “No” Response, the bidder must provide a detailed written explanation indicating how this difference in specification would affect the performance of the product being bid.
