Request for Information (RFI) Message Delivery for Multi-Factor Authentication
The General Services Administration (GSA), Technology Transformation Service (TTS) is issuing this RFI to exchange information with industry.
This RFI is for market research, information and planning purposes only, and does not constitute a solicitation for bids, proposals or quotations and is not to be construed as a commitment by the Government to issue a request for proposal/quote or award a contract as a result of this RFI. This announcement is NOT a Request for Proposal (RFP) or a Request for Quote (RFQ). The Government will NOT reimburse respondents for any cost associated with information submitted in response to this request. The purpose of obtaining information is to improve the understanding of Government requirements and industry capabilities.
Respondents to this RFI may be requested to provide additional information/details based on their initial submittals. The Government reserves the right to select, one, some, or none of the submissions for further information. Contractors who submit information in response to this RFI do so with the understanding that U.S. Government personnel, as well as their supporting contractors, may review their materials and or data. The Government shall not be liable for or suffer any consequential damages for any improperly identified confidential/proprietary information.
General Submission Instructions Your submission shall conform to all aspects of this RFI. Any interested vendor must submit a detailed capability statement and return it via email to kirsten.green@gsa.gov no later than Noon Eastern Time on October 17, 2016.
The following introductory information is required on the first page:
1. RFI Title
2. Company name, address
3. DUNS number, CAGE number
4. GSA contract number and appropriate GSA SIN
5. Name, telephone number & email address of main point-of-contact
6. Date of submission
The following questions must be answered in your submission. Page numbers are stated after each question. Any questions should be emailed to kirsten.green@gsa.gov.
OBJECTIVE:
The objective of this RFI is to learn the technical capabilities, pricing methodology, industry readiness and to explore areas of innovation where GSA can partner with private sector in order to build a simple, modern and secure shared authentication platform. In order to utilize the innovative capabilities of the private sector, GSA is interested in acquiring “Message delivery for Multi-Factor Authentication” for the shared authentication platform and is inviting industry to review the attached scope and requirements draft and provide their recommendations.
INFORMATION REQUESTED
Please provide information as it pertains to your Message Delivery for Multi-Factor Authentication product(s):
1. What delivery methods does your message delivery support? Examples include SMS, voice, mail, and push notification (e.g. Whatsapp, Hangout, iMessage, Facebook private message) (Max ½ page)
2. What is the range of your geographic coverage by country? (Max ½ page)
3. What are your delivery rates, such as messages per second? (Max ¼ page)
4. What are the possible failure modes and how are they handled or recovered? An example includes how would you handle an event where there is no cell signal? (Max 1 page)
5. What percentage of the U.S. adult population do you cover? (Max ¼ page)
6. How do you tie delivery of a One-Time Password (OTP) to a physical device? (Max ½ page)
7. Would you be able to identify whether a phone number is a particular type, such as cell number, landline, or Voice Over IP (VoIP)? (Max ½ page)
8. What time based delivery methods do you support? (Max ¼ page)
9. How would you recommend the Government handle loss of access to their device? (Max ½ page)
10. How is your pricing structured? (Max 1 page)
11. Given the attached scope and requirements draft:
a. Please describe your capability to meet these requirements. (Max ½ page)
b. What additional capabilities/requirements would you recommend the Government to add to this list and why? (Max ½ page)
c. Which requirements would you recommend changing or removing and why? (Max ½ page)
d. Would you have any concerns related to this acquisition and any recommendations for the Government to address them? (Max ½ page)
e. What additional information from the Government would you need to develop a response if a solicitation were issued? (Max ½ page)
Contracting Information
1. Do you currently hold any type of government contract vehicle that has the ability to successfully complete the requirements identified above. Examples: GSA Schedule, NASA SEWP, GWAC, IDIQ. (Max ¼ page)
