About this file

This is a Sole-Source Determination Memo issued by the Oregon Department of Human Services (ODHS), Office of Contracts & Procurement, for the purchase of LexisNexis proprietary data solutions and investigative tools. The requestor is Carol S Mauser from the Aging and People with Disabilities (APD) division. The procurement authorizes the acquisition of LexisNexis Risk Solutions products including Accurint, Spectrum Risk, AmplifyID, Bridger Insight XG, and Nexis Diligence+ to support Adult Protective Services (APS) operations. These tools are designated for specific functions including locating missing adults, verifying client and caregiver identity, mapping financial relationships, detecting fraudulent behaviors, and ensuring regulatory compliance. The contract has an estimated five-year value of $94,770. No specific contract term, renewal options, bidder conferences, or site visits are mentioned in the documentation. Protests to this sole-source determination are due within seven calendar days after the notice is posted on OregonBuys and must be submitted to Kirsten Udani, Contract Specialist, at the ODHS Office of Contracts and Procurement.

The procurement is justified under ORS 279B.075(2)(a) on the grounds that efficient utilization of the agency's existing systems and operational workflows requires continued use of LexisNexis products. The vendor, LexisNexis Risk Solutions FL Inc., located at 9443 Springboro Pike, Miamisburg, Ohio 45342, is identified as the sole source capable of providing the combination of proprietary data sources, analytical tools, and system continuity required for APS case management and compliance functions. The justification emphasizes that transitioning to an alternative provider would result in significant operational disruption, loss of critical datasets, reduced investigative accuracy, and substantial retraining costs. The agency reserves the right to purchase additional goods and services, including on-call maintenance, preventative maintenance, repair, and training. The Designated Procurement Officer, Kirk N. Rhoades, approved the determination electronically via OregonBuys.

3. Written findings of fact (market research):

mailto:jimmy.restivo@lexisnexisrisk.com

The findings below must include factual information supporting the determination that meets the sole source requirement in statute.

Pursuant to ORS 279B.075, Agency must conduct market research that supports the assertion that there is only one source that can provide goods or services.

Market research includes utilization of the internet, trade journals, agency vendor lists, professional organizations, studies, catalogs/industrial periodicals, vendor sources, yellow pages, etc.

For information technology contracts, any ownership or proprietary issues should be fully addressed with written documentation to support facts.

Agency must select at least one of the findings and prepare the determination as it specifically relates to the goods or service being procured. More than one finding can be addressed. The findings are as follows:

Pursuant to ORS 279B.075 (2)(a): Provide findings supporting the determination that the efficient utilization of existing goods requires the acquisition of compatible goods or services from only one source.

The efficient utilization of the agency’s existing systems and operational workflows requires the continued use of LexisNexis products and services.

LexisNexis provides proprietary data solutions, investigative tools, and risk-assessment capabilities that are uniquely aligned with the agency’s established practices and information environment. No other vendor offers the same combination of data sources, analytical tools, or system continuity needed to support our current compliance, investigative, and case-management functions.

Transitioning to a different provider would result in significant disruption, including loss of access to critical datasets, reduced investigative accuracy, retraining costs, and the need to redesign established processes. These impacts would compromise operational efficiency, increase overall program costs, and diminish the quality of service delivery.

For these reasons, the agency has determined that LexisNexis is the only vendor capable of supplying the compatible goods and services required to maintain continuity and effective use of existing resources, consistent with ORS 279B.075(2)(a).

LexisNexis’ proprietary solutions are built on several key elements:

• Comprehensive curated content — news, legal, financial, ESG, academic, and other specialized datasets

• LexID® Linking Technology — a patented method for identifying, matching, and linking disparate data points to resolve entities, detect relationships, and uncover hidden connections

• LexisNexis Risk Solutions Proprietary linking & clustering — algorithms that connect related information across sources, enabling deeper analysis and pattern recognition

• LexisNexis Advanced analytics — machine learning, predictive modeling, and AI to detect risks, trends, and opportunities

• High‑performance big data processing — via HPCC Systems® for rapid ingestion, cleansing, and analysis of massive datasets or

Pursuant to ORS 279B.075 (2)(b): Provide findings supporting the determination that the goods or services required for the exchange of software or data with other public or private agencies are available from only one source.

or Pursuant to ORS 279B.075 (2)(c): Provide findings supporting the determination that the goods or services are for use in a pilot or an experimental project.

or Pursuant to ORS 279B.075 (2)(d): Any other findings that support the conclusion that the goods or services are available from only one source.
