STATEMENT OF WORK
1. WORK STATEMENT
The contractor shall provide equipment to remove all solid waste from the Supply Chain Management Services (SCMS), 6701 English Muffin Way, Frederick, Maryland.
BACKGROUND
The SCMS, 6701 English Muffin Way, Frederick, MD, is a privately owned warehouse leased by GSA. Approximately 4 employees work at this facility and receive surplus furniture and office goods for disposal.
The facility covered under this contract has separate recycling contracts for paper, commingled recyclables, and scrap metal.
Equipment
The Contractor shall remove waste by means of a 53’ walk off Trailer. The Contractor shall provide state of the art waste removal equipment. All equipment must meet the safety requirement set by ANSI Z245.1, Equipment Technology and Operations for Waste and Recyclable Materials, and ANSI Z245.2, as well as all other applicable local and state codes and regulations.
A. Size and type of Equipment
· 53’ Walk off trailer
B. Installation The Contractor shall deliver a 53’ foot walk off trailer at the designated pickup point in a location designated by the Contracting Officer’s Representative (COR). The Government shall provide a dedicated dock space for the trailer at time of delivery. The Contractor will use this specific dock space to pick up and deliver all trailers.
C. Equipment Requirements
The Contractor shall provide a clean and empty 53’ walk off trailer for the use of loading with trash and surplus wooden furniture items. If the Government determines that the trailer isn’t adequate for filling up with the surplus due to boards pointing up which could cause damage to the forklift, the trailer will be rejected as unsuitable and the Contractor will be required to replace the trailer with an adequate trailer for loading the surplus within 24 hours.
D. Maintenance of Equipment The Contractor shall maintain that all equipment is in good physical and mechanical condition without rust, damaged seams, top, rollers, or leaking hydraulics. If the trailer becomes inoperable, the Contractor shall provide other means for removal of trash, upon request, at no cost to the government other than tipping fees. The Contractor shall exchange the trailer within 24 hours of notification of the malfunction. Should the trailer not be repairable, the Contractor shall replace the trailer within 48 hours.
E. Change of Equipment The Government reserves the right to require the Contractor to change the size and type of equipment based on current or future needs.
4. Waste Removal Scheduling A. Scheduled Waste Removal The Contractor and the COR shall mutually agree on a day of the week for service.
Frequency may need to be increased or decreased due to special projects, which may require up to multiple pulls and replacements a day. The Contractor will be notified of any increases or decrease by the COR in advance. The Contractor shall schedule the removal of all containers so the facility is not without service for more than 3 hours and the container is always in place by 12pm the day of pick-up.
B. Non- Scheduled waste removal and disposal
Unscheduled collections may be required. Requests for pickup of trash trailers will be initiated by a telephone request by the COR authorized representative of the Government. All requests for non- scheduled pick-ups received before 3:00 pm will be serviced the next day. All requests for non- scheduled pick- ups received after 3:00 pm will be serviced within 2 business days of request.
5. Acceptance of Transporter and Transfer Stations
The Contractor shall propose transporter, transfer stations, disposal facilities and outlets for materials recovered. It is the request of the Government that all waste collected as a requirement of this contract, is removed from the premises and transported to a processing facility or a materials recovery facility for disposal.
6. Container Location
The Contractor shall place containers in locations agreed upon by the Contractor and COR prior to contract start date.
7. Documentation
Copies of disposal tickets will be provided with monthly invoices.
8. Damage Liability
The Contractor will be responsible for any repairs to dock, parking pads, or building damage by the Contractor in operation, removal, or return of the equipment.
Inspection of the building prior to equipment setup is encouraged.
9. Identification of Vehicles
The Contractor shall identify all vehicles used in the performance of this contract with name of the company.
10. Trash and Debris Handling
The Contractor shall clean up all trash and debris scattered as a result of his or her operation in the vicinity of the pickup point.
11. Safety Requirements
The Contractor shall insure that their drivers follow all prudent safety practices while operating a motor vehicle. Also all large vehicles must have operable parking, emergency parking systems, back up alarms and wheel chocks.
12. Licensing
In accordance with Federal Government regulations, a Solid Waste Collector’s License, including vehicle permit for each truck to be used on this contract is required and shall be provided within 10 days after awarding of the contract.
13. Environmental Quality Assurance
In furtherance of the Government’s environmental quality program, the Contractor agrees that in the performance of the work under this contract:
A. Contractor will fully comply with all Federal, State, County and City laws, ordinance and regulations regarding sanitation and solid waste disposal.
B. Contractor will not create any liter at loading docks, disposal locations, or during any transportation to and from such locations.
C. Contractor will instruct his/her driver to turn off the motor of all vehicles If it is not required for the loading operation.
D. Solid waste will be collected, stored and disposed of only in landfills or other facilities which are approved by EPA as being in conformance with existing General Regulations published in the Federal Register, Vol. 412, No. 31, Part 243 and in the Federal Register Vol. 39, No. 158 Part 241 including all amendments.
14. Inspection and Acceptance (Commercial)
Pursuant to 52.212-4, all work described in the SOW to be delivered under this contract is subject to final inspection and acceptance by an authorized representative of the Government. The authorized representative of the Government is the Government’s COR, who is responsible for inspection and acceptance of all services, representative of the Government is the Government’s COR, who is materials, or supplies to be provided by the Contractor.
