2018 IQVIA Data Purchase as a baseline for comparison. The OneKey files have the most accurate and up-to-date address information for physicians’ billing of public and private insurers and has over a 97% accuracy rate with National Plan and Provider Enumeration System (NPPES) National Provider Identifier (NPI) numbers for individuals which are needed by BHW for several ongoing projects. Without the purchase of these files NCHWA will not be able to expand and improve any of our existing projects. These data files may also be used by the Bureau of Primary Health Care (BPHC), the National Practitioner Data Bank (NPDB), the Division of Business Operations (DBO) and other internal and external agencies within HRSA. They will also be provided to several of the HRSA funded HWRCs to enable them to do quality research projects for our agency.

6. Description of the efforts made to ensure that offers are solicited from as many potential sources as practicable. Indicate whether a FedBizOpps notice was or will be publicized as required by FAR Subpart 5.2 and, if not, which exception under FAR 5.202 applies.

A sole source notice was publicized via FedBizOpps on July 10, 2018 regarding this purchase. No interested parties responded to the notice on the closing date of July 20, 2018. This justification document will be posted to FedBizOpps after a resulting contract award and prior to the prescribed deadlines as cited by FAR 6.305.

7. Determination by the Contracting Officer that the anticipated cost/price to the Government will be fair and reasonable.

The Contracting Officer may use, but is not limited to, one of the following techniques in determining that a price is fair and reasonable:

Comparison of proposed prices received in response to the solicitation. Normally, adequate price competition establishes a fair and reasonable price.

Comparison of proposed prices to historical prices paid, whether by the Government or other than the Government, for the same or similar items.

Use of parametric estimating methods/application of rough yardsticks (such as dollars per pound or per horsepower, or other units) to highlight significant inconsistencies that warrant additional pricing inquiry.

Comparison with competitive published price lists, published market prices of commodities, similar indexes, and discount or rebate arrangements.

Comparison of proposed prices with independent Government cost estimates.

Comparison of proposed prices with prices obtained through market research for the same or similar items.

Analysis of data other than certified cost or pricing data provided by the offeror.

File details come from the government source that posted it.
