About this file

This document contains questions and answers related to a Request for Response (RFR) issued by the Massachusetts Department of Public Health for the Massachusetts Metabolic Food and Formula Program (MMFFP). The RFR, identified as BD-17-1031-BFHN0-BFH01-13318, seeks to establish a master list of vendors able to supply low-protein foods and formulas to patients enrolled in the MMFFP. Patients must place their orders through the program, which then places orders directly with the selected vendors. The RFR requires an initial shipment of products within 72 hours of the order, though the date of receipt by the patient may be after 72 hours.

The document also addresses questions related to the Supplier Diversity Program, which requires a signed form as part of the bid submission. Additionally, the document clarifies that while the program experiences wide variations in the amount ordered from each company and the number of people who order, all bidders able to meet the RFR requirements will be considered for a contract, regardless of their ability to meet the 72-hour shipment timeline.

Questions and Answers for Metabolic Food and Formulas COMMBUYS BID Number: BD-17-1031-BFHN0-BFH01-13318 DPH RFR Document Number: 182424

Q: Before we do the bidding process, I'm curious if you have any idea what the program typically spends on low protein foods with a company?

Additionally, do the patients place orders with the low protein food companies themselves? Or is there a mass order placed through the state?

A: The amount ordered from each company varies widely. Likewise, the number of people who order and how much they order in a given year also varies.

Patients enrolled in the Massachusetts Metabolic Food and Formula Program (MMFFP) must place their orders with the program, and not with the companies themselves. The MMFFP then places orders for each individual directly with the vendors.

Q: My question was in regards to the Supplier Diversity Program. I’m not clear on this. I work with a small international company, and I wanted to understand this more. If we don’t participate in the supplier diversity program, will our bid not be considered? It seemed to me that this comprised 10% of the review score.

A: A signed SDP is required as part of the bid submission.

Q: Since we are an international company- we ship from overseas. We could not promise that items would be sent to customers within 72 hours. How can we work with this?

A: The initial shipment of products must be within 72 hours of the order. The date of receipt by the patient may be after 72 hours.

Note that the purpose of this RFR is to create a master list of vendors able to supply the products that have been described. All bidders able to meet the requirements set forth in the RFR will be considered for a contract.
