SECTION C - Description/Specifications/Statement of Work
1. Description of Services: The Contractor shall gather consumer feedback and conduct comprehension studies using ANSI Z535.3 protocol on: (1) existing warning label pictograms, and (2) one or more new warning pictograms, to be developed by the contractor.
The purpose is to develop a family of pictograms that can be used in multiple standards to convey warning messages via pictograms.
2. Contract Type: This is a firm-fixed price contract. This is a non-personal services contact.
3. Background: Research shows that well-designed graphics can be useful to increase the noticeability of warnings by capturing and maintaining user’s attention and by increasing comprehension (e.g., Young and Wogalter, 1990; Laughery et al., 1993; Hammond et al., 2007.) Pictograms are also helpful for users with limited or no English literacy. The purpose of this contract is to develop a family of symbols, pictograms, or other graphics to convey a variety of risks or behaviors that are common across consumer products. By verifying that the graphics are comprehended accurately by the intended user population, CPSC staff can then recommend using these graphics on existing or to-be-developed warning labels for voluntary and mandatory product safety standards.
4. Description of Work: Independently, and not as an agent of the Government, the Contractor shall furnish all necessary personnel, materials, services, and facilities to perform the work set forth below; except as provided in Section 8, “Government Furnished Equipment/Supplies.” The Contractor shall furnish all necessary resources to perform the work set forth below:

d) The Contractor shall prepare all necessary paperwork for Office of Management and Budget (OMB) Paperwork Reduction Act (PRA) approval, based on CPSC’s generic clearance for focus group studies. The contractor shall adjust the materials based on CPSC's 6b6 clearance process, any comments received through the PRA requirement fulfillments, and OMB approval process.
e) The Contractor shall secure an appropriate facility, moderate the study using prepared documentation, and collect the data including video recordings and written materials. De-identified transcripts shall be provided to CPSC.
f) The Contractor shall conduct consumer comprehension studies using the ANSI Z535.3 Comprehension Testing Procedure. The Contractor shall also conduct one or more focus groups to gather further feedback related to comprehension or graphical changes that could lead to comprehension improvements.
g) The contractor shall prepare a written technical report containing detailed results, findings, and conclusions of the study. The report shall be in the format of a technical report including sections for background, participants, methods, results, and discussion.
A draft report shall be submitted at least 4 weeks prior to the end of the period of performance, to allow for 2 weeks for government review and feedback, and two weeks for contractor preparation of a final report incorporating government feedback.
5. Period of Performance: The performance period shall begin on the effective of the Contract and shall not extend beyond 12 months.
6. Reporting Requirements: The Contractor shall submit all reports to the Contracting Officer’s Representative (COR).
